Mandatory installation of stability instrument for oil and chemical tankers

Effective from January 1st, 2016 ClassNK has issued Technical Information to provide detailed content on the amendments and specific procedures to follow in order to comply with the requirements for mandatory installation of stability instrument for oil tankers, chemical tankers and gas carriersThe amendments of applicable international convention and codes stipulating mandatory installation of stability instruments for oil tankers, chemical tankers, and gas carriers were adopted at MEPC 66 and will enter into force on January 1st, 2016.Contents of the amendmentsAll oil tankers, chemical tankers, and gas carriers are to be fitted with a stability instrument, capable of verifying compliance with intact and damage stability requirements approved by the Administration by the date designated in applicable convention or codes. ClassNK to issue "Statement of Compliance" for ships with class notation "IHM"

 ClassNK has issued Technical Information to inform that "Statement of Fact" for the Inventory of Hazardous Materials issued by ClassNK regarding the Ship Recycling Convention will be replaced with "Statement of Compliance".To assist ship owners for taking corresponding actions to the Ship Recycling Convention and the EU Regulation, ClassNK will issue "Statement of Compliance" for ships which are affixed with class notation "IHM" and therefore shall have the periodical audit for maintenance of the Inventory, instead of "Statement of Fact"."Statement of Compliance" certifies the conformity at the recent periodical audit for maintenance of the Inventory though "Statement of Fact" does it only at the initial audit. ClassNK releases software for BWMS retrofitting

  ClassNK has announced the release of ClassNK-PEERLESS, a software package for BWMS retrofitting which aims to support system installations in existing ships more efficiently by exploiting 3D laser scanning technology.Working with Japanese 3D software provider Armonicos, the development for this application was coordinated by ClassNK, drawing on a research project involving The University of Tokyo, Monohakobi Technology Institute, NYK, MOL, “K” Line, Sasebo Heavy Industries, Sanwa Dock, and SEA Systems.The pressure on owners and operators to comply with the Ballast Water Convention is expected to prompt a need for urgent retrofits.  However, BWMS retrofits using traditional methods can take up to several months. ClassNK starts verification tests on MOL vessel

 ClassNK  has commenced actual verification tests of its next-generation condition-based monitoring (CBM) system ClassNK CMAXS e-GICSX for Mitsui’s MAN B&W engines. The system is being jointly developed by ClassNK, Mitsui Engineering & Shipbuilding Co., Ltd., and MES Technoservice Co., Ltd. and the verification test is being conducted on a MOL-managed vessel with the cooperation of Mitsui O.S.K. Lines.   ClassNK CMAXS e-GICSX is unlike any other CBM system to date. Based on voyage data, including weather and sea condition, and machinery data collected from multiple sensors installed on the engine, ClassNK CMAXS e-GICSX can detect machinery abnormalities and, based on abnormality detection results, provide troubleshooting that can be accessed onboard even without an internet connection.     ClassNK CMAXS e-GICSX uses a sophisticated algorithm to analyze correlations between multiple sensing data. Through the use of this algorithm, precise abnormality detection is carried out based on voyage data and large amounts of data collected from the electronically controlled diesel engines.A total of three vessels from shipping companies including MOL Group have been installed with ClassNK CMAXS e-GICSX and the effectiveness of the abnormality detection results and troubleshooting function will be verified. Survey and Certification for EEDI and SEEMP

 ClassNK has issued Technical Information to inform about the Survey and Certification for EEDI and SEEMP required  by the Amendments to ANNEX VI of MARPOL 73/78Issuance of IEE CertificateAfter completion of the Initial Survey, an IEE Certificate is issued for all ship of 400 gross tonnage and above engaged in international voyages. In the case where the Flag Administration has not ratified Annex VI of MARPOL 73/78, ClassNK will carry out the relevant surveys and issue a Document of Compliance on behalf of the Administration or a Statement of Compliance. The IEE certificate has no expiry date, since it will be valid throughout the life of the ship, except in cases where the certificate is rewritten or reissued.Ships which are not required to keep an SEEMP on board (e.g. drilling rigs) are not required to be issued with an IEE Certificate.Surveys for IEE CertificateFor an IEE Certificate, only an Initial Survey is carried out, in principle, and subsequent periodical surveys are not required. ClassNK issues Statements of Compliance to two ship recycling facilities in India

 ClassNK  has issued Statements of Compliance (SoC) to two ship recycling facilities in Gujarat, India, R. L. Kalthia Ship Breaking Pvt. Ltd. and Priya Blue Industries Pvt. Ltd. , verifying that the facilities are in line with the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (HKC). Although the HKC has yet to enter into force, Kalthia and Priya Blue have both carried out substantial improvements to their facilities in a bid toward safer and greener ship recycling as well as developed the Ship Recycling Facility Plans (SRFPs) required for a competent authority’s certification according to the HKC. ClassNK reviewed the SRFPs prepared by Kalthia and Priya Blue, which comply with requirements of the HKC, and confirmed that their ship recycling processes follow their respective SRFPs in addition to conducting on-site inspections before issuing the SoC. This marks the first time SoC have been issued to ship recycling facilities in South Asia. The SoC are issued based on purely technical verifications of the facilities by ClassNK, which has so far done the same for ship recycling facilities around the world.
