From 1 September 2012 Launch of concentrated inspection campaign on Fire Safety Systems beginning 1 September 2012 by Paris Mou and Tokyo MoU on Port State ControlThe 43 Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) with the purpose to ensure compliance with SOLAS Chapter II-2/ Construction - fire protection, fire detection and fire extinction arrangements on board ships. This inspection campaign will be held for three months, commencing from 1 September 2012 and ending on 30 November 2012.In practice, the CIC will mean that during a regular port State control inspection conducted under the regional ship selection criteria within the Paris and Tokyo MoU regions, the fire safety arrangements, maintenance records and other applicable documentation will be verified in more detail for compliance with SOLAS Chapter II-2.Port State Control Officers (PSCOs) will use a list of 12 selected items to verify critical areas for the shipboard fire safety systems, some of which are related to documentation, equipment and crew familiarisation.For this purpose, PSCOs will apply a questionnaire listing a number of items to be covered during the concentrated inspection.When deficiencies are found, actions ...

Paris MOU CIC on Structural Safety and LLines Outcome

42 ships detained because of deficiencies related to structural safety and load lines Preliminary results from the Concentrated Inspection Campaign (CIC) on Structural Safety and the International Convention on Load Lines, carried out between 1 September 2011 and 30 November 2011 in the Paris MoU region show that:42 ships were detained as a direct result of the CIC for deficiencies related to structural safety and load lines in the Paris MoU region.Problem areas included stability, strength and loading information, ballast and fuel tanks and water and weather tight conditions. The CIC questionnaire was completed during 4,386 inspections on 4,250 individual ships. A total of 1,589 CIC-related deficiencies were recorded and 42 ships (1%) were detained for CIC-related deficiencies.During the campaign most inspections concerned general cargo/multi-purpose ships with 1,563 (36%) inspections, followed by bulk carriers with 795 (18%) inspections, container ships with 495 (11%) inspections, chemical tankers with 433 (10%) inspections and oil tankers with 296 (7%) inspections. 24 (60%) of the ships detained for CIC-related deficiencies were general cargo/multipurpose ships and 5 (12%) were bulk carriers. CIC Changxing Shipyard Completed The Repair of MV Teamworth No.1 on time

The on-time redelivery of MV Teamworth No.1 won the appreciation of the ship owner Last week, CIC Changxing Shipyard completed the emergency repair of MV Teamworth No.1 and delivered a sound end to this 6-day project.The subject vessel, owned by a German company, is 158-meter long and 24.6-meter broad. The main jobs were to replace 30m2 of stern plate, 9m2 of steel plate iwo poop deck and 6m2 of steel plate between pump room and refrigerating room.A small quantity of steel work did not make an easy job since the refrigerating room and the pump room were involved. The time requirement of emergency repair was placed as priority to be satisfied as well as the gas-free requirements. Upon her arrival, the supervisors and foremen got onboard for close inspection and accordingly worked out a detailed schedule and safety measures. The insulation of refrigerating room was immediately removed at the night, and next morning, the following hidden jobs were inspected and undertaken by shipyard. The owner's superintendent accepted our advice and the oil tank with risks against hot work in neighboring pump room was removed. Information received from Brazil P&I Club The Skuld P&I Club, in co-operation with the Brazil P&I Club, refers to Concentrated Inspection Campaign on Foreign Merchant Vessels at Brazilian Ports as follows:We refer to our Circulars dated 13, 18 and 31 March 2010 on the subject to inform you that as per attached Circular from the Navy's Department of Ports and Coasts, the Brazil, as a member country of the Viña del Mar Agreement, and using its naval inspectors stationed in the various Brazilian ports, will carry out a new Concentrated Inspection Campaign (CIC) between the 1 September and 30November 2011 on foreign merchant vessels calling the region during the aforementioned period, but this time with emphasis on the vessel's structural safety and load line aspects, in order to verify the compliance with relevant regulations such as the International Convention on Load Line, 1966.Aiming to avoid unnecessary fines or delays to vessels entered with the Club, please warn Members of the above.Source: The Skuld P&I Club

The campaign commences on 1 September and will last for 3 months The Gard P&I Club issues Circular alert regarding Port State Control - Tokyo & Paris MOU's: Concentrated Inspection Campaign on Structural Safety and Load Lines as follows:IntroductionIn their press release of 21 July 2011, Paris and Tokyo MoUs announced that they will be running a joint Concentrated Inspection Campaign (CIC) focusing on compliance with structural safety and the Load Line Convention.According to the Paris and Tokyo MoUs, deficiencies related to structural safety and load lines account for 15% of the total number of deficiencies found in their regions over the last 8 years.The campaign commences on 1 September and will last for 3 months, ending 30 November 2011.Campaign Focus AreasDuring the campaign, Port State Control Officers (PSCOs) will check the applicable documentation as well as the physical conditions of vessels.In the middle of August, a questionnaire was released further detailing the items to be covered by the PSCOs during this CIC. Information provided by German Administration The German Administration has sent the following quoted information by email, which concerns CIC on Structural Safety and Load Line (Paris and Tokyo MoU) from 01.09.2011 till 30.11.2011 :Please pay attention to the upcoming Concentrated Inspection Campaign (CIC) of the Paris MoU as well as Tokyo MoU, starting on 1 September 2011 and ending on 30 November 2011. The States party of the Viña del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU and the Black Sea MOU will follow the same routine during the campaign. The CIC will verify applicable documents and aspects as loading instruments, the protection of hatch openings, the vessel's hull, bulkheads and deck and other features of the Load Line Convention.
