The Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) have shortlisted two consortia to advance in the evaluation of proposals for a low- or zero-carbon ammonia solution on Jurong Island.
This initiative aims at power generation and bunkering as part of Singapore’s broader National Hydrogen Strategy to achieve net zero emissions by 2050.
It’s important to mention that this project is a component of Singapore’s national hydrogen strategy, which was introduced in 2022.
Initially, six consortia were shortlisted in 2023 from an Expression of Interest (EOI) called in 2022, and their bids were evaluated on technical, safety, and commercial aspects. The two advancing consortia are led by Keppel’s Infrastructure Division and Sembcorp-SLNG, with bunkering partners Itochu Corporation, Nippon Yusen Kabushiki Kaisha (NYK Line), and Sumitomo Corporation.
In the next phase, the two consortia will conduct detailed engineering, safety, and emergency response studies. The final selection of the lead developer will occur by Q1 2025. The selected lead developer will create an end-to-end ammonia solution, which includes generating 55 to 65 MW of electricity from imported low- or zero-carbon ammonia via direct combustion in a Combined Cycle Gas Turbine, and facilitating ammonia bunkering with an initial capacity of at least 0.1 million tons per annum, starting with shore-to-ship and later expanding to ship-to-ship bunkering.
This project is significant in Singapore’s efforts to decarbonize, as ammonia is considered one of the most technologically ready hydrogen carriers. The success of this project could make Singapore one of the first countries to deploy a direct ammonia combustion power plant and develop ammonia bunkering for international shipping, thus supporting the use of low-carbon ammonia as a fuel.
