The Salina Cruz LNG JV is set to develop, construct, and operate a small-scale LNG bunkering and transshipment terminal in Salinas del Márquez, Salina Cruz, Oaxaca, Mexico.
This project, formed through a partnership between GFI LNG LP and Pilot LNG LLC, aims to leverage its strategic location on the Pacific side of the Panama Canal to supply the North and Central American bunker and fuel markets. The facility is expected to produce 600,000 gallons of liquefied natural gas (LNG) per day, or approximately 0.34 million metric tonnes per annum (MTPA), with operations anticipated to start in mid-to-late 2027.
As informed, the project will feature modular, land-based liquefaction equipment and a floating storage unit (FSU) with a capacity between 50,000 and 140,000 m³, moored inside the newly expanded breakwater at the Port of Salina Cruz.
The terminal will utilize domestic gas supply from the Veracruz Gulf region to target high-value markets, including LNG marine fuel deliveries at the Panama Canal and into Southern California, as well as sales into Central American power markets and local trucked volumes.

GFI and Pilot plan to commence front-end engineering and design development for the project this quarter. The partners anticipate a 12-18 month development and permitting timeline and anticipate announcing a Final Investment Decision (FID) in the second half of 2025.
To remind, in January 2024, Mexico Pacific signed a third long-term Sales and Purchase Agreement (SPA) with ExxonMobil LNG Asia Pacific (EMLAP) for an additional 1.2 million tonnes per annum (MTPA) of Liquefied Natural Gas (LNG) from Train 3 of Mexico Pacific’s Saguaro Energia project located on the west coast of Mexico.
