From 1st September 2020, ships at berth or at anchor in the Korea SECA will be required to use fuel with a maximum sulphur content of 0.10%.
Ships should be completed the fuel oil change over to 0.10% low sulphur fuel oil, within 1 hour after completing anchoring or mooring and will have to continue using compliant fuel up to 1 hour before completion of heaving in anchor or deberthing.
From 1st January 2022, ships should be completed fuel oil change over to 0.10% low sulphur fuel oil, at the entrance in Korea SECA, and will be required to continue use compliant fuel while they are inside the designated Korea SECA.
However, the using of scrubbers instead of using 0.10% low sulphur fuel oil is allowed.
The vessels operating within Korea SECA, must keep the following items in the Engine log book:
Vessel with scrubbers
- The date, time, and position of the vessel, when the EGCS operation mode change-over is completed prior to entry into Korea SECA (0.50% → 0.10 %)
- Vessels of approved by Scheme A, the result of parameter check prior to entry into Korea SECA
- Vessels of approved by Scheme B, sulfur contents of fuel oil prior to entry into Korea SECA
- Other remarkable item related to the operation status of the EGCS (if applicable)
Vessels changing to compliance fuel oil
- The kind of fuel oil, date, time and position of the vessel when the fuel oil changeover operation is completed prior to entry Korea SECA.
- The remaining volume of low sulphur fuel oil in each tank(only 0.10% or less fuel oil tank)
- Sulphur content of fuel oil
The engine log book shall be kept in the vessels for one year from the date of supplied each fuel oil.
For the vessels using separate fuel oils to compliance with SOx regulation, they should provide onboard “Fuel Oil changeover procedure”m describing how the fuel oil changeover is done.
