Pandi Liquidadores have issued a circular in relation to the ship’s store list declaration at Argentine Customs.
According to the circular, there has been an intensification of Argentine Customs House inspections of the ship’s store list declaration, with a continued upward trend of cases resulting in alleged infringements, especially at Campana, San Nicolas, Rosario and San Lorenzo port.
In December 2024, the Customs House of San Lorenzo port initiated an administrative proceeding against a vessel, due to the lack of declaration of the “Urea solution” stored in bulk in a tank in the engine room, used by the HP SCR (Selective Catalytic Reduction to control NOx emissions).
This issue has repeated in various cases over the last two months, triggering requests of LOUs for substantial amounts, to cover agent’s vicarious liability for the potential customs fines.
Therefore, whenever a vessel calling Argentina carries UAN or other solution for SCR or similar system, (or any other similar), it is recommended to the Masters to query their agents, in writing, as to how this should be declared in Customs ship store list declaration forms. Non declaration may result in heavy fines.
