UK MCA released a circular, in which it gives guidance on the Maintenance of lists of crew ashore. This note advises operators to maintain a list of crew, including all changes, at an address in the United Kingdom.
Regulation 15 of the Merchant Shipping and Regulation 15 of the Merchant Shipping require that a copy of every List of Crew, including all changes notified to the shipowner should be maintained at an address in the United Kingdom. It also advises on the requirements to deliver on demand, a List of Crew to the Registrar- General of Shipping and Seamen.
Fishing vessels that are under 40 feet in length are not required to maintain a List of Crew.
The requirement for a List of Crew under the 1972 Regulations and the 1991 Regulations is separate from the IMO Crew List, known as FAL Form 5, which port authorities require for immigration and customs reasons.
There is nothing to prevent shipowners or companies creating a database or form which records the data for both purposes, but it should be capable of providing the information in the correct format for each purpose.
