US Coast Guard is attempting to eliminate substandard shipping, and has now focused on improving methods to identify poor-quality ships and recognising and rewarding higher-quality ships at Port State Control (PSC) inspections.
On 01 January 2001 the USCG implemented the QUALSHIP 21 initiative to identify high-quality ships and provide incentives to encourage quality operations.

Furthermore, the E-Zero was launched on 01 July 2017 for ships enrolled in the QUALSHIP 21 program that meet strict additional environmental requirements.
For a vessel to be eligible for E-zero, the following must be followed:
- Must be enrolled in QUALSHIP 21, have certification for the lat 3 years and be eligible for re-enrollment;
- Zero MAPROL detentions the last 3 years;
- Zero environmental deficiencies in the US the last 3 years;
- Zero letters of warning, notices of violation or Civil Penalties related to Right Whale Mandatory Ship Reporting or speed restriction violations the last 5 years;
- Installed CG type-approved BWM system or operating without a BWM compliance date extension letter granted.
E-zero focuses on compliance with international environmental conventions and US ballast water regulations. E-zero also aims to provide a higher level of recognition within the existing QUALSHIP 21 program.
For a vessel to be eligible for the QUALSHIP 21, the following must be followed:
- Must be a non-US flagged vessel;
- Must be registered to a QUALSHIP 21 qualified flag administration;
- No substandard detentions in the US in the last 36 months;
- No marine violations, serious casualties, no more that one Notice of Violation;
- Successful US PSC safety exam the last 24 months;
- Not owned or operated by any company with more than one PSC detentions in the US the last 24 months;
- Vessels cannot have their statutory convention certificates issued by a targeted RO;
- USCG can restrict eligibility in QUALSHIP 21, due to special circumstances.
