Changes to National Endorsements
USCG has issued Marine Safety Information Bulletin to provide notification for a recent correction made to regulations relating to thepreviously promulgated Final Rule entitled, “Implementation of the Amendments to the International Conventionon Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, and Changes to NationalEndorsements.”
This Final Rule appeared in the Federal Register of December 24, 2013 (78 FR 77796).The Coast Guard is issuing this correction to rectify previously published amendments to 46 CFR 11.705 and 46CFR 11.711.
The Coast Guard has determined that these changes were a result of an oversight in drafting and arecausing inconsistencies in the interpretation of the application of the requirement.
This correction will ensure thetwo sections revert back to the language that was in place before the Final Rule went into effect.
