Two ships were refused access to Paris MoU. Namely, the ship ‘Little Wind’ was refused to enter the Paris MoU region for the second time, while the ship ‘Forward’ was refused access for the first time. The ships will not be allowed to enter the Paris MoU region for 12 and 3 months respectively.
‘Little Wind’ was detained in port of Eysk, in Russia on 9 July 2018. This is the third detention in the Paris MoU region within the last 36 months. The ship carries the flag of Tanzania which is black on the current Paris MoU WGB list.

Under section 4 of the Paris MoU, Article 16 of EU Council Directive 2009/16/EC, the ship will be refused access to any port and anchorage in the Paris MoU region, except a port and anchorage of the ship’s flag State. The refusal of access will become applicable immediately after the ship is authorized to leave this port and anchorage.
As this is the second refusal of access, the period of the refusal of access will be 12 months.
In addition, another ship ‘Forward’ was detained in port Rostov-on-Don, in Russia on 10 July 2018. This is the third detention in the Paris MoU region within the last 36 months. The ship also flies the flag of Tanzania.
‘Forward’ will be refused access in the Paris MoU region as well, except a port and anchorage of the ship’s flag State. This refusal of access will become applicable immediately after the ship is authorized to leave this port and anchorage.
As this is the first refusal of access, the period of the refusal of access will be 3 months.
