The Transport Committee of the European Parliament adopted the Meissner report on the Port Reception Facilities and gave a mandate to the Rapporteur to start negotiations with the Council to finalise the text of the new law. ESPO welcomed particularly the proposal to strengthen the ‘polluter pays’ principle.

Recently, Vietnam's import and sales volume of waste have increased significantly, as well as the risk of environment pollution. In fact, some enterprises used fraudulent means to regulate the import of waste, Vietnam said. For this reason, it issued a notice which further strengthens the monitoring and management of imported waste.

The blue card system for the disposal of waste now applies to all yachts, as well as to foreign flagged yachts which opt to stay in Turkish waters for over 3 days. Yacht owners who fail to show that they have discharged their waste ashore and that they are certified/recorded on the blue card system will be open to fines. 

Following Thailand's waste ban, the UK Club informed that, to date, there are approximately 1,600 containers and 1,400 containers of scrap or waste cargoes at Laem Chabang Port and Bangkok Port respectively. The majority of the containers checked by Customs were found to be illegal

ESPO welcomes the proposals by the European Parliament on the review of the Waste Reception Facilities Directive. The proposals are aiming to better protect the marine environment and decrease the administrative burden for stakeholders. The Draft Report will be discussed on July 10.

AMSA, the Australian Department of Agriculture, and the Port of Brisbane have conducted a pilot project to investigate the feasibility of recycling garbage from international ships at the Port of Brisbane, in a bid to ensure effective management of biosecurity risks across the country. 

A new Directive on Port Reception Facilities is expected to ensure there are adequate port reception facilities available, require an advance waste notification from ships and ease monitoring and enforcement through existing systems for electronic reporting and the exchange of information, said ECSA.

AMSA, in partnership with the Australian Department of Agriculture and Water Resources, North Queensland Bulk Ports Corporation and Mackay Regional Council, has initiated a pilot program at the Port of Hay Point to investigate the feasibility of recycling garbage from international ships.

An oil and gas decommissioning consortium was created, aiming to offer an end-to-end solution from industry leaders, in order to reduce the decommissioning burden, risk and cost for operators. The new global decommissioning consortium includes LR, WorleyParsons, and Ardent. This consortium includes experts covering all aspects of decommissioning.

The new regulations regarding enhanced supervision and controls on ship pollution came into force on 1st of May 2018 in Tianjin, Northern China's largest port. This set of regulations apply to pollution caused by vessels, as well as their relevant operations in the territory of Tianjin Port. It also includes navigation, berthing as well as operation.
