Maritime Administrations are responsible of making sure that companies offering a GMDSS Shore-Based Maintenance (SBM) service are acceptable according to the IMO Resolution A.702 (17). If a ship owner has chosen the radio equipment to be maintained through a Shore-Based Maintenance Agreement, the Maritime and Coastguard Agency (MCA) has agreed with a series of requirements that must be met by a company that seeks registration as a SBM provider. 

Four foreign flagged ships remained under detention in UK ports during January 2019 after failing Port State Control (PSC) inspection, according to data provided by the UK Maritime and Coastguard Agency (MCA).

As the UK Maritime and Coastguard Agency proceeded to seize Tecoil Polaris, the master of the small product tanker Tecoil Polaris, Vitaliy Trofimov, was found guilty and was ordered to pay an overdue $34,000 fine for major ISM code violations.  

The UK Maritime & Coastguard Agency informed operators that use GPS for both position and UTC, that the GPS Week Number will be rolling over for the second time, on April 6th, 2019. This could lead stand-alone GPS receivers and systems using GPS chips, to produce data that is 19.7 years either in the past or future, thus generating errors in both the GPS position and time.

The UK National Workboat Association (NWA) launched the second edition of the Workboat Code, a document aimed at redefining working practices and standards for vessel operators across a number of maritime sectors. The association highlighted that the demand for a Code of Practice has increased due to technical innovations and a variety of vessels.

During November, there were six new detentions of foreign flagged vessels in a UK port, while three vessels remained under detention from previous months.

After a successful refloating of the Russian bulk carrier 'Kuzma Minin' last week off Cornwell, UK MCA Surveyors conducted a PSC Inspection in the early evening of 18 December and confirmed a breach in one of the fuel tanks. Tank readings indicate the tank has filled with water as a consequence of the grounding, however no pollution has been reported. 

The UK MCA published a Merchant Shipping Notice regarding the transport of dangerous goods and marine pollutants in packaged form by sea on ships within UK waters and on UK ships. The amendment 39-18 to the International Maritime Dangerous Goods Code will enter into force globally on 1 January 2019, with a twelve month "transitional period" until 31 December 2019.

UK government has funded a new study intended to identify future data requirements for autonomous shipping. Comprising partners as the UK Hydrographic Office, L3 ASV and the Maritime and Coastguard Agency, the study seeks to explore how navigational and wider geospatial data can be used to enable the safe navigation of smart and unmanned autonomous vessels.
