MOL Acquires Competence Management System (CMS) Certification from DNV

Recognizes Effectiveness of MOL's Independent Seafarer Education and Training Management Program Mitsui O.S.K. Lines, Ltd. yesterday announced the certification of its own seafarer education and training program by Oslo-based Det Norske Veritas (DNV). The MOL Rank Skill Training and Evaluation Program (MOL RankSTEP) received DNV certification for compliance with the Competence Management System (CMS) on April 13. CMS is a management system that improves education programs by identifying gaps between the skills seafarers currently possess and the qualifications needed to fulfill the corporate philosophy. The program also complies with Society of International Gas Tanker & Terminal Operator Ltd (SIGTTO1) and Tanker Officer Training Standard (TOTS*2) requirements. MOL adopted the MOL RankSTEP Program in 2007.The introduction of CMS will help MOL will identify problems after determining gaps between skills required of seafarers in previous program and those currently needed, ensuring ongoing improvement of MOL RankSTEP. Guidance on safety during boat drills

Following rhe serious accident during drill on board ANNA MAERSK In March a serious accident occurred during a MOB-boat drill on board ANNA MAERSK. The Danish Maritime Accident Investigation Branch is investigating the accident. At this stage nothing precise can be said about the causes and the contributing factors.The Danish Maritime Authority would like to point out that boat drills must be planned and performed so that they are safe in every respect. The safety equipment should be checked and maintained. Abnormal conditions of wear and tear or corrosion should be reported to the master immediately.The boat should be lowered and recovered without persons on board and, when it has been ascertained that this functions correctly, the boat is lowered with no more persons on board than what is necessary to operate the boat.Lowering a boat with persons on board is an example of an element of drills that may - depending on the circumstances - involve an unnecessary risk. ATSB issues report re investigation on an injury caused by lack of training

Lack of training in the operation and maintenance of the ship's OBA set The Australian Transport Safety Bureau (ATSB) issued the report of its investigation into the serious crew member injury on board a bulk carrier at sea off Eden, New South Wales on 11 October 2011.Investigation revealed that the crew member suffered burns when the air compressor he was using to fill an oxygen breathing apparatus (OBA) cylinder exploded. Online package - eight hour training course Alewijnse Marine Systems has launched a Raytheon Anschütz Online ECDIS Familiarisation Course, the first of its kind. The course enables navigators to complete their official ECDIS training online for Raytheon Anschütz ECDIS. One of the first customers for this service will be Vliet Shipping, which currently has two 3850 DWT coasters in build at Damen Bergum to which Alewijnse will fit Raytheon Anschütz bridge systems.The Alewijnse online package will allow the navigators to undertake an eight hour training course remotely on the internet. They will be able to log in at any time and then pause whenever they wish, as long as they complete the course within three weeks. A credit card login ensures that the person is actually who they claim to be, and the result is an approved familiarisation certificate for the Raytheon Anschütz ECDIS.The rationale for this new service is that while navigators already require an STCW 1.27 ECDIS certificate, these may be several years old and taken on a different ECDIS system from the one with which they are now sailing. US Army school installs simulation training system

GMDSS, Radar, ECDIS and AIS training Buffalo Computer Graphics (BCG) reports that it has completed the first phase of a delivery to provide the US Army Transportation School in Virginia with a multi-function classroom capable of running simulations for GMDSS, Radar, ECDIS and AIS training.The classroom set-up has been designed utilising standard Windows desktop computers running multiple BCG virtual simulation packages.The initial classroom installation consists of two instructor positions (one connected to a Smart Board / projector) and 15 student workstations all running BCG's Virtual GMDSS training software.Four tabletop GMDSS simulator consoles have also been delivered, each supporting two students, bringing the total classroom capacity to 23 student training positions.The GMDSS simulator supports Area 1- Area 4 communication using all virtualised equipment, with voice communication taking place via a VoIP network. Both instructor stations and all student stations are networked together to allow fully interactive operation.The next phase of this project will involve an upgrade of the classroom to facilitate ship navigation training. New bill regarding maritime training programmes Minister for Business and Growth Ole Sohn presented a bill clarifying the distribution of responsibilities between the authorities regarding the maritime training programmes and the pilotage area following the Government's transfer of competences. The bill, which the Minister for Business and Growth presented to the Danish Parliament today, will introduce a number of amendments to the act on maritime training programmes, the act on the manning of ships and the pilotage act as a consequence of the transfer of responsibilities that has been carried out in the maritime field.When the Government was formed, the maritime training programmes were transferred from the Ministry of Business and Growth to the Ministry of Science, Innovation and Higher Education.
