IMO cites positive government steps on seafarer training

Filipino seafarers' education and training make progress The International Maritime Organization (IMO) has lauded what it calls significant steps being taken by the Philippine government to address concerns of the European Maritime Safety Agency (EMSA) about Filipino seafarers' education and training.IMO Secretary-General Koji Sekimizu said the government has taken seriously comments made by other countries about the training of Filipino seafarers, as well as the EMSA's audit findings, and responded with very positive steps."I believe the Philippine government will properly address the concerns of EMSA. ISF launched new onboard training book for engine ratings

On Board Training Record Book for Engine Ratings update In order to take account of the 2010 amendments to the IMO STCW Convention, which came into force in January 2012, and which for the first time will make it mandatory for trainee engine ratings to provide evidence of structured on board training, ISF has updated its widely used On Board Training Record Book for Engine Ratings.This is the second in a series of newly updated training record books, closely following the publication of a revised On Board Training Record Book for Deck Ratings.The revised ISF Book contains structured on board training tasks formulated around the competence standards stipulated by STCW 2010, including those adopted by IMO for the new grade of 'Able Seafarer Engine'. The approval, which certifies that this course complies with International Maritime Organization (IMO) standards and the leading classification society's new Standard for Maritime Education & Training, is the first of its kind issued by ClassNK in the Philippines.ClassNK also issued certification for seafarer recruitment and placement service providers in line with the Maritime Labour Convention 2006 (MLC 2006) to another member of the "K" LINE Group, Manila-based manning company Ventis Maritime Corporation (VMC). The Republic of the Marshall Islands issues Marine Safety Advisory The Republic of the Marshall Islands issues Marine Safety Advisory regarding ECDIS Training and Seafarer Documentation as required by the Manila Amendments to the STCW Code as follows:The Manila Amendments to the STCW Convention and Code entered into force on 1 January 2012. In accordance with these regulations, ALL deck officers assigned to serve on vessels that are fitted with Electronic Chart Display and Information Systems (ECDIS) must receive approved training in the use and limitations of ECDIS.The Republic of the Marshall Islands (RMI) Maritime Administrator (the "Administrator") will take into consideration that prior to the entry into force of the Manila Amendments to STCW, the IMO Model Course 1.27 was valid and acceptable for training in ECDIS and that this course is still valid and effective.Certificates of training issued in accordance with the requirements of IMO Model Course 1.27, or equivalent, will be "grandfathered" and accepted as approved training for service on vessels fitted with ECDIS.For more information, click here.Source: The Republic of the Marshall Islands
