Shipowners P&I Club advice on STS oil transfer operations

STS operation needs to be carefully planned right from its initial stage The Shipowners P&I Club has recently experienced a number of claims arising from poor cargo practices being adopted on board tankers during Ship To Ship (STS) operations.On the back of these incidents, the Club would like to bring operators' attention to Chapter 8 of MARPOL Annex I. Whilst the regulations stated apply to oil tankers of 150GT and above, engaged in the transfer of oil cargo between oil tankers at sea (STS operations), the Club also encourages operators operating vessels outside thesecriteria but who engage in STS operations to incorporate these operating procedures to assist with ensuring safe operations.An STS operation needs to be carefully planned right from its initial stages with the following being of paramount importance:Procedures for selecting a safe STS transfer area taking into consideration traffic density, availability of good holding ground, weather conditions and local port regulations.Notification to the relevant local authorities in line with their reporting requirements.Any oil tanker involved in STS operations shall carry on board an STS operation plan, approved by the Administration and in the working language of the ship, prescribing how to conduct STS operations. A document entitled as 'LNG Ship to ship bunkering procedure' provides a procedural description of how LNG bunkering between two ships should be done. The document is the result of the joint venture project "LNG bunkering Ship to Ship", a technology development project carried out by Swedish Marine Technology Forum, FKAB Marine Design, Linde Cryo AB, Det Norske Veritas AS (DNV), LNG GOT and White Smoke AB.

STS oil transfers will be allowed to continue off the UKs Suffolk coast

Southwold - tankers to stay Ship-to-ship (STS) oil transfers will be allowed to continue off the UK's Suffolk coast.UK Shipping Minister Mike Penning said the Sole Bay area, off Southwold, was the best place for ship-to-ship transfers in UK waters - despite severe opposition from local residents and the tourism industry.STS tanker transfers, many of which have sailed from the Baltic Sea ports, to load larger vessels anchored off the coast, have been taking place for years, but this practice was due to be outlawed by the previous Labour Government.That legislation was overturned by the new UK Coalition Government - following an Early Day Motion signed by Suffolk Coastal MP Therese Coffey and Waveney MP Peter Aldous - and plans were announced at the end of last year to limit the practice to Sole Bay.Penning announced to the House of Commons this week that the transfers would continue to take place off Southwold, under strict conditions."Having taken account of all the representations made, both in the main review and in the extension of the review in February and March, I have again come to the conclusion that this is the appropriate course of action," he said."The recognition of these waters ...
