The IMO Pollution Prevention and Response Sub-Committee (IMO PPR 10) will be held from 24 - 28 April 2023 to discuss measures for the prevention of pollution in the marine environment, prior to agreement by the IMO’s Marine Environment Protection Committee (MEPC).

The Liberia Ship Registry has issued Marine Advisory to provide guidance on the Safety Construction Intermediate and Renewal Survey Windows. According to a new SOLAS amendments to Chapter XI-1, Safety Construction Intermediate Survey may be carried out and completed anytime within the second or third annual survey or between these surveys, effectively providing an 18 month window to complete this survey.

Transport Malta has issued a revised  revised Merchant Shipping Notice to reflect the adoption of the Seafarer Portal as the sole direct link to apply for seafarer documentation. Furthermore, the  notice updates certain requirements that were introduced through the 2010 amendments to the STCW Convention (Manila Amendments).

Lloyd's Register published a report earlier this week that evaluates upcoming changes to mandatory statutory regulations and instruments.

The UK Club informed that CARB issued a Notice on 30 March 2023 announcing a further extension of the 30-day reporting deadline for California' s Mandatory At-Berth Regulation to 1 May 2023.

The final reading of a measure that passes a bill in favor of Filipino seafarers' interests and rights, known as “Magna Carta of Filipino Seafarers,” was approved in March with the aim to ensure that they have “full protection” before, during, and after employment, especially in the event of maritime accidents, epidemics or pandemics, or other natural or man-made crisis.

The IMO Legal Committee, 110th session, that took place 21-26 March, 2023, welcomed the adoption of the Convention on the International Effects of Judicial Sales of Ships, on 7 December 2022, by the General Assembly of the United Nations.  

During IMO Legal Committee, 110th session, that took place 21-26 March, 2023, the IMO Committee discussed proposals for guidelines relating to fair treatment of seafarers detained on suspicion of committing maritime crimes, highlighting the need to establish a database to record such incidents.

During IMO Legal Committee, 110th session, that took place 21-26 March, 2023, the IMO adopted resolution (LEG.6(110)) to provide Guidelines for port State and flag State authorities on how to deal with seafarer abandonment cases. 

The IMO Legal Committee,110th session, that took place 21-26 March, 2023, continued its work on measures to prevent unlawful practices associated with fraudulent registration and fraudulent registers of ships. Such illicit practices undermine the foundation of the overall IMO regulatory regime and several examples were submitted to the Committee for consideration.
