Trends and assessments of piracy and sea robbery in Asia The ReCAAP Information Sharing Centre issued the Report of the 2011 Piracy & Sea Robbery Conference, jointly sponsored by ReCAAP, the Baltic and International Maritime Council (BIMCO), the International Association of Independent Tanker Owners (INTERTANKO), the NATO Shipping Centre, and the S. During the period March-June 2011 The ReCAAP Information Sharing Centre issued a Normal 0 false false false MicrosoftInternetExplorer4 Special Report on hijacked/missing tug boats and barges in Asia during the period March-June 2011.Five potential incidents were reported, but only three could be confirmed as constituting piracy (one incident) or armed robbery against ships (two incidents). In the first incident, the tug boat and barge remain missing. In the second incident, the barge was found and the crew rescued, but the tug boat remains missing.In the third incident, both the tug boat and barge were recovered and the crew was rescued. Owners and masters of tug boats in Southeast Asia are advised to exercise caution (particularly where the tug boat is relatively new)Source: ReCAAP

Agreement for communicating and exchanging piracy-related information The piracy information-sharing infrastructure covering Asia and the Indian Ocean has been significantly enhanced with the signing today (11 November 2011) of an important agreement in Singapore.The agreement, signed by the three Information Sharing Centres (ISCs) set up under the IMO-led Djibouti Code of Conduct and the Singapore-based ReCAAP ISC, establishes a set of standard operating procedures for communicating and exchanging piracy-related information and will result in a major expansion of the reporting area of such incidents.Under the Djibouti Code of Conduct (The Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden, signed in Djibouti on 29 January 2009), three ISCs have been established, in Dar es Salaam, United Republic of Tanzania, Mombasa, Kenya and Sana'a, Yemen.The three ISCs were declared operational during the first half of 2011 and have since actively collected and disseminated piracy-related information. ReCAAP (The Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia) entered into force on 4 September 2006 and established the ReCAAP ISC in Singapore.The roles of the ReCAAP ISC include exchanging information among Contracting Parties on incidents ...

For the period January-September 2011 The ReCAAP Information Sharing Centre issued its Quarterly Report regarding piracy and armed robbery against ships in Asia for the period January-September 2011.While the total number of reported incidents (121) remained consistent with the same period in 2010, the number of Category 1 (very significant) incidents doubled to six from the three reported in 2010. Five incidents which are petty theft cases have already been reported in Indian waters Ten pirates boarded a Hong Kong-registered crude oil tanker anchored in Indian waters last Saturday and fled after the ship master raised the alarm.The oil tanker Everbright was anchored approximately 11 nautical miles west of Kochi when the incident happened, according to an incident alert issued by ReCAAP.The alert stated that the pirates stole some coils of rope from the tanker and escaped in their small boats after the master raised the alarm. The crew was not injured."The India Coast Guard had dispatched a patrol vessel to the ship to investigate. The ReCAAP ISC was informed that the ship was not held back for investigation by the authorities," the alert stated.This is the fifth incident reported in the vicinity of Kochi anchorage, India, since January 2011, according to ReCAAP."All five incidents were petty theft cases which occurred under the cover of darkness. The favourable weather condition along the west coast of India enables robbers to come alongside a merchant vessel while at anchor, board the vessel from their boats, steal items such as ropes; and escape immediately on being detected without harming the crew."Source: Seatrade Asia
