Paris MOU claims success for introduction of new inspection regime

44th Committee meeting in Naples The Paris Memorandum of Understanding on Port State Control (Paris MoU) announced at its 44th Committee meeting in Naples, Italy (2-6 May 2011) that the introduction of its new inspection regime (NIR) on 1 January 2011 was completed successfully. A significant contribution was made by the member authorities, the European Commission, the European Maritime Safety Agency (EMSA) and the Paris MoU Secretariat.The NIR is a risk-based targeting mechanism which rewards quality shipping with a reduced inspection burden, and concentrates efforts on high-risk ships. The NIR makes use of company performance and the Voluntary IMO Member State Audit Scheme (VIMSAS) for identifying the risk profile of ships, together with the performance of the flag state and the recognised organisation (RO). The inspection history of the ship as well as the ship's age and ship type influences the targeting.The Committee also agreed on guidelines for port state control officers, accepted Montenegro as a co-operating member, and discussed on how to deal with the effects of acts of piracy in the framework of port state control. New Guideline related to the Paris Memorandum of Understanding (Paris MOU)

For Panamanian Ships of 20 years of age or more Panama Maritime Authority has notified ClassNK of Merchant Marine Circular No.221related to the Paris Memorandum of Understanding (hereinafter Paris MOU).It was requested to arrange the occasional survey for all vessels of twenty (20) years of age or more, which are calling at a port or operating within the ports of country members to the Paris MOU in the Technical Information No. TEC-0759 dated 19 December 2008. As per the circular, it is not necessary to arrange the occasional survey.However, ClassNK would like to simply remind that it is stated in the circular that the General Directive of Merchant Marine can consider to request an Occasional Inspection to every vessel of 20 years or more of construction, which repeatedly incur in multiple detentions among the Memorandum of Understanding.This ClassNK Technical Information supersedes the existing Technical Information No. TEC-0759 dated 19 December 2008.To view more, press here.Source: ClassNK

Fatigue is one of the key safety risks facing seafarers On April 3rdh, 2011, bulkcarrier "Shen Neng 1" hit a coral reef off the Australian west coast. In its final report on the grounding the Australian Transport Safety Bureau put forward that the chief mate was fatigued, affecting his performance as Officer of the Watch (OOW).Fatigue is one of the key safety risks facing seafarers, and watchkeepers in particular.The ATSB urged ship operators to comply with international requirements and properly manage the hours of work and rest of watchkeepers. And the report stated that a succession of quite simple and small errors on the part of a tired crew led to the ships grounding, a problem that rests with the flagstate of a ship, as they are the party that decides what is the minimal safe manning of a ship(based on IMO resolution A.890(21).Normally, this IMO resolution sets out high standards, but flagstates do not follow this IMO-resolution, leading to very lowsafe manning crew numbers on ships. A defective tachometer on an auxiliary engine

Inspectors issued a detention deficiency Code 30 Port State Control inspectors issued a detention deficiency (Code 30) against one of our vessels for a defective tachometer on an auxiliary engine.Fortunately, a spare tachometer was on order and was to be received at the next port of call.On the basis of this evidence, the PSC inspector downgraded the deficiency to Code 45 (rectify detainable deficiency by next port). The defective tachometer was duly renewed and the deficiency rectified at the next port. Corrective actions A fleet notice has been issued requiring all vessels to ensure that tachometers for all auxiliary engines on board are in working condition and that an adequate stock of spare tachometers is kept at all times; SMS (List of critical spares) has been revised accordingly.Source: Mars/Nautical Institute

4 foreign ships under detention in the UK during March 2011

Failing Port State Control inspection The Maritime & Coastguard Agency (MCA) announced today that 4 foreign flagged ships were under detention in UK ports during March 2011 after failing Port State Control (PSC) inspection.Latest monthly figures show that there were no new detentions of foreign flagged ships in UK ports during March 2011 but 4 vessels remained under detention from previous months.
