In calendar year 2016, the USCG reported to the IMO 103 vessel detentions of all vessel types and conducted 294 cruise ship examinations out of which 1.0% received a detention. The top five deficiency areas identified on cruise ships are: Fire screen doors not operating properly; Impeding means of escape; Low location lighting; Fire suppression systems and; Piping insulation.

The Paris Memorandum of Understanding has announced that it will be conducting a concentrated inspection campaign jointly with the Tokyo MoU. The campaign will focus on navigation safety, including Electronic Chart Display Information Systems. The Black Sea MoU will also participate in same CIC campaign.

The Republic of the Marshall Islands Maritime Administrator has received a report that Indian Port State Control has been strictly enforcing Maritime Labour Convention, 2006 Standard on ships’ medicine chests. As of today, they will be issuing a Code 17 to vessels that do not comply with the requirement.

AMSA provides an overview to facilitate vessels calling at Australian ports with the safe and effective use of ECDIS and to inform operators about ECDIS requirements for compliance during PSC inspections.

The Liberian Maritime Authority issued a marine notice, informing that there has been an increase in Port State Control inspections in China. As many of these inspections are reporting detainable deficiencies, the administration considers advisable that an Advance Notice of Arrival or notice of deficiencies and corrective action is provided.

Overall, statistics from 2013 to 2016 show an increase in the number of detentions and deficiencies per inspection. This demonstrates the increased confidence of port State inspectors arising from the trainings offered by the IMO and other regional MoUs, Abuja MoU comments.

The International Chamber of Shipping and IT Energy have announced the launch of the latest release of their acclaimed ISF Watchkeeper software, ISF Watchkeeper 3.5, which is developed for maintaining records of individual seafarers’ work hour records, as required by IMO and ILO regulations, and to help prevent crew fatigue and to avoid issues with PSC.

Global leaders of the shipping industry gathered in Vancouver and signed a new declaration, to protect oceans and advance international ship safety. The Third Joint Ministerial Conference on PSC was held on May 2-4th at the Vancouver Convention Centre and brought together Ministers and Heads from Canada, as well as from 27 European and 23 Asia-Pacific countries.

EMSA conducted meetings in April with the Mediterranean Coast Guard Functions Forum and the Black Sea MoU Secretariat, in an effort to enhance regional cooperation for safe, secure and clean waters. The outcome of the MCGFF meeting was the agreed proposal for EMSA to implement a professional development scheme for PSCOs.

DNV GL announced that has launched a new application on its My DNV GL portal – the Port State Control (PSC) Planner, designed to help shippers increase their operational efficiency. The planner gives operators an overview of a vessel’s or fleet’s PSC performance and shows them where to focus on when preparing for next inspection.
