The Isle of Man Ship Registry issued its annual report for 2017, presenting data provided by the Registry's survey and inspection activity throughout the year. The report revealed that the number of non-conformance notices decreased, but the number of ship deficiencies remained at the same levels. Most deficiencies concerned fire safety and MLC-related issues. 

On 01 January 2001 the USCG implemented the QUALSHIP 21 initiative to identify high-quality ships and provide incentives to encourage quality operations. Furthermore, the E-Zero was launched on 01 July 2017 for ships enrolled in the QUALSHIP 21 program that meet strict additional environmental requirements.

The Republic of Marshall Islands informed there have been numerous heads found with missing, broken, and wasted parts. These issues have been found on vessels of varying ages ranging from new delivery to existing vessels in service. Owners and operators are urged to open and inspect these vent heads every three months.

A recent analysis of the Shipowners Club’s Condition Survey Programme highlighted that approximately 25% of the vessels surveyed reported contaminated engine room bilges. As such, the Club draw attention to the potential fire hazards associated with oily engine room bilges and the checks and steps that a ship’s crew should undertake to address this issue. 

The Japan P&I Club has been informed of problems regarding ballast water inspections by the ecological inspectors in Ukraine, drawing attention to the current local legislation which does not have an approved Procedure and Order of calculation of damages caused by pollution from maritime vessels.

The Liberia Maritime Authority said that it has recently experienced an increase in PSC inspections, while, on the contrary, they have reported a decrease in PSC detentions, due to their requirement to receive Advance Notice of Arrival for vessels calling on ports in Australia, China, Europe and  the USA, which helps to ensure compliance and report problems.

EMSA published its Outlook for 2018, containing the Agency’s activities and developments which can be broadly divided into five thematic areas, reflected also in its organisation structure. EMSA will further support authorities carrying out coast guard functions by continuing to perform its core activities as well as by setting up new and enhanced services for maritime surveillance and capacity building.

During its Technical and Executive Committees’ meetings in Singapore on 5 and 6 March, INTERCARGO re-iterated its commitment to a safe, efficient, high quality and environmentally-friendly dry cargo shipping industry and its support, at the same time, for an industry governed by free and fair competition. 

As of February 21st of 2018, in total 48 vessels are detained in the Paris MoU region; some of which are in this status since 2011, the authority notes.
