BSEE funds Oil Spill Response Research Systems in drift ice conditions

The Bureau of Safety and Environmental Enforcement (BSEE) has announced that it is investing up to $600,000 for targeted oil spill response research in drift ice conditions. In a Broad Agency Announcement (BAA) released on the federal government's business opportunities website, www.FedBizOpps.gov, the bureau called for white papers on new mechanical technologies for cleaning up oil spills in drift ice conditions that could be found in an Arctic environment. BSEE will select up to three designs for prototype development and testing at Ohmsett, the bureau's National Oil Spill Research and Renewable Energy Test Facility. White papers are due by April 21, 2014. For more information on this specific research topic and directions for submittal, please view the announcement here. This is the third BAA from BSEE for oil spill response research proposals within the last year. The first announcement, with up to $7 million in support, closed in January. Improved weather enables cleanup operations near BP refinery

Weather conditions improved enabling cleanup operations and assessment activities to progress near the BP Whiting Refinery in Whiting, Ind. High winds and heavy surf created unsafe conditions for contractors and assessment team personnel both Friday and Saturday, suspending activities. A Coast Guard helicopter returning from a separate mission conducted an overflight assessment of the area and did not observe any oil sheen on the water. The assessment team, comprised of representatives from the Coast Guard, the Environmental Protection Agency, and contractors from BP, resumed assessing the southeast rocky wall of the cove near the refinery to ensure remaining small areas of oiled pebbles were removed by cleanup crews. The assessment team also reinspected the beach area of the cove to ensure that no oil remnants had washed ashore as a result of heavy surf during the past two days. The walkthrough found no visible oil. With the improved surf conditions, members of the assessment team were able to get underway on a BP Fire Department boat to conduct a comprehensive survey of the path of discharge in search of potentially submerged oil. Gazprom Neft joins Arctic Oil Spill Response Technology JIP

Gazprom Neft has become the first Russian company to join the Arctic Oil Spill Response Technology Joint Industry Programme (JIP) run by the world's largest oil and gas companies. The four-year JIP was launched in December 2012 to carry out research in several areas, including studying the fate of dispersed oil under ice, dispersant testing under realistic conditions as well as oil spill detection and mapping in low visibility and ice. The joint research will contribute to industry knowledge, broadening opportunities for testing equipment, conducting large-scale industrial experiments and developing technology and techniques for preventing oil spills in Arctic conditions. Vadim Yakovlev, First Deputy CEO of Gazprom Neft, said: "Developing oil fields in the Arctic region, including off-shore, requires advanced technological solutions for production, ensuring environmental safety and reducing any environmental impact. The joint research programme will enable us to employ international best practice and global expertise in constant improving environmental security systems in the Arctic."
