Maritime labour pact must be signed, says ILO official

Region very important for global industry and big energy supplier' A top International Labour Organisation (ILO) official has urged countries in the region to ratify the Maritime Labour Convention (MLC) to strengthen the 'Fourth Pillar' of international maritime law."This region is very important for the global maritime industry as a ship passes the Strait of Hormuz every nine minutes and the region is a big energy supplier for the entire world," Cleopatra Doumbia-Henry, Director, International Labour Standards Department at the ILO, told Gulf News yesterday.She wants the Riyadh Memorandum of Understanding (Riyadh MoU) on Port State Control in the Gulf Region to ratify the MLC. ClassNK Issues Certification for ECDIS Training Course and Manning Services Provided by the K LINE

Class NK also issues MLC Certification ClassNK announced yesterday that it had issued generic training course approval to an Electronic Chart Display and Information System (ECDIS) course offered by K Line Maritime Academy (Philippine) (KLMA (Phili)), a group company of Kawasaki Kisen Kaisha, Ltd. The approval, which certifies that this course complies with International Maritime Organization (IMO) standards and the leading classification society's new Standard for Maritime Education & Training, is the first of its kind issued by ClassNK in the Philippines.ClassNK also issued certification for seafarer recruitment and placement service providers in line with the Maritime Labour Convention 2006 (MLC 2006) to another member of the "K" LINE Group, Manila-based manning company Ventis Maritime Corporation (VMC). The approval confirms the company's conformance with the standards set forth in Regulation 1.4 (Recruitment and Placement) of the MLC 2006 which was adopted by the International Labour Organization (ILO) in 2006 to help ensure the safety and protect the rights of seafarers. Ship crewing sector calls for ratification of MLC of 2006

Philippines being the leading supplier of seafarers should ratify the Convection The country's ship crewing sector has called for the immediate ratification of the Maritime Labor Convention (MLC) of 2006 in which the ILO introduces a number of major amendments to existing international regulations involving ships crews' welfare.The Joint Manning Group (JMG) said that the Philippines being the leading supplier of seafarers to the world's shipping fleet would greatly be benefited by ratifying the Convention. Filipino seafarers are employed by countries that have ratified the MLC 2006."The ratification by the Philippines will be a major indication of the country's serious efforts to comply with the latest international rules and regulations that will enhance the continued employment of the Filipino seafarers," JMG stressed.JMG is projecting an increase in demand of Filipino officers and crew in the next two years, further boosting the Philippines current 30% share of the world's seafaring supply. Countries ratified the MLC Convection

22 in total The Republic of the Marshall Islands (RMI) Maritime Administrator (the "Administrator") would like to bring to everyone's attention that currently, 22 countries have ratified the Maritime Labour Convention (MLC), 2006:Antigua and Barbuda, Australia, Bahamas, Benin, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Denmark, Gabon, Kiribati, Latvia, Liberia, Luxembourg, Marshall Islands, the Netherlands, Norway, Panama, Saint Vincent and the Grenadines, Singapore, Spain and Switzerland.While this more than satisfies the world gross tonnage ratification threshold of 33 percent, an additional 8 ratifications are required before the MLC, 2006 will come into force. It is expected, however, that the submission of these remaining ratifications may well occur during the beginning of 2012, bringing the Convention into force 12 months after the date on which the 30th ratification is registered.Taking this into account, the Administrator strongly encourages all ship owners and operators to take early action to ensure all measures are in place for compliance with the MLC, 2006, as implemented through RMI Laws and Regulations, well in advance of the entry into force of the Convention.Source: The Republic of the Marshall Islands

The Netherlands ratifies the Maritime Labour Convention

Becoming the sixth EU member state to ratify the MLC 2006 The Director of the International Labour Standards Department, Ms. Cleopatra Doumbia-Henry, received today the instrument of ratification of the Maritime Labour Convention, 2006 (MLC, 2006) from Mr. Wim Bel, Deputy Director for International Affairs of the Dutch Ministry for social Affairs and Employment. Australia ratifies the Maritime Labour Convention, 2006

Australia becomes the 22nd member State to ratify the landmark Convention On 14 December 2011, the Government of Australia deposited with the International Labour Office the instrument of ratification of the Maritime Labour Convention, 2006 (MLC, 2006). NYK-Fil Certified as Meeting Standards of Maritime Labor Convention 2006

Regulation 1.4 of MLC 2006 NYK-Fil Ship Management Inc. (NYK-Fil; head office: Manila, Philippines), an NYK Group company, has obtained certification from Nippon Kaiji Kyokai (ClassNK) as an institution that meets the requirements of regulation 1.4 (recruitment and placement) of the International Labor Organization's Maritime Labor Convention 2006 (MLC 2006).Regulation 1.4 of MLC 2006 mandates that each member that operates a public seafarer recruitment and placement service shall ensure that the service is operated in an orderly manner that protects and promotes seafarers' employment rights as provided in the convention.
