ECSA, ETF on the Commissions Mid-Term Maritime Strategy Review

Joint paper to share a common vision on social-related issues On Friday 22 May, the European Social Partners for Maritime Transport - the European Community Shipowners' Associations (ECSA) and the European Transport Workers' Federation (ETF) - presented a joint position paper on the Commission's Mid-Term Maritime Strategy Review.Pia Voss, spokeswoman for ECSA said: "I am particularly pleased that the social partners have managed to express a common view on a number of social-related key issues, such as working and living conditions onboard ships or measures to stimulate seafarers' recruitment and employment".It is the very first time that ECSA and ETF have expressed such a common vision on the future of the European Commission's maritime transport policy, proving once again the vitality and the effectiveness of the dialogue existing at EU level between social partners.Mark Dickinson, the spokesman of ETF added: "this exercise was not easy and it is obvious that there are still areas where ECSA and ETF continue to disagree. ILO issues Compendium of Maritime Labour Instruments

MLC, Seafarers ID Convention and the Fishing Convention ILO published Compendium of Maritime Labour Instruments' book containing its three landmark Conventions adopted for seafarers' better working and living conditions: the first is one of the International Labour Organization's most innovative and successful international labour Conventions, the Maritime Labour Convention, 2006 and other related Conventions, the Seafarers' Identity Documents Convention, (Revised) 2003, and the Work in Fishing Convention, 2007.1) The Maritime Labour Convention, 2006 (MLC, 2006), which entered into force on 20 August 2013 and at that date already applied to 30 Members with a total share of nearly 60 per cent of the world gross tonnage of ships, is often described as a charter for decent work or a "bill of rights" for the world's maritime workers and a framework for creating a level playing field for shipowners. New CIC on enclosed spaces to be launched this year

Paris MOU announced new CICs for both 2015 & 2016 Paris MOU held its 48th Committee meeting in the Netherlands last week in which confirming the subject of its new Concentrated Inspection Campaigns (CICs) for 2015 and 2016. Paris MoU jointly with Tokyo MOU will initiate a Concentrated Inspection Campaign this year (September- November) on crew familiarization for enclosed space entry while next year CIC will focus on the Maritime Labour Convention to verify compliance.The meeting was officially opened by the Minister of Infrastructure and the Environment, Melanie Schultz van Haegen. The meeting was attended by members of the Paris MoU, the European Commission, EMSA, Montenegro, observers from the International Labour Organization, US Coast Guard, Viña del Mar Agreement, Tokyo MoU, Caribbean MoU, Mediterranean MoU, Indian Ocean MoU, Abuja MoU and Black Sea MoU.High importance was given to the Concentrated Inspection Campaigns (CICs). Skuld advises on the increase of MLC related PSC inspections and detentions

Skuld stresses the importance of shiponwers on the MLC compliance The Skuld P&I Club has issued a loss prevention article to advise on the increase of MLC related inspections and detentions.MLC inspections are conducted by local Port State Control including on foreign flagged ships in their national territories to verify ships are properly manned, equipped and operated in accordance with international conventions and regulations.There are 14 key areas which are checked by PSC and which have, to a certain degree, already led to vessels being detained, as per the chart below.This Figure is courtesy of DNV GLThe most frequent deficiencies resulted in detentions are:non- payment of wagesmanning levelshealth and accident preventionhours of work and restfood and cateringaccommodationThe Skuld advises shipowners to be aware that whenever they will call at a port of a country that has ratified the MLC, the Convention will apply. That means local PSC may come on board and carry out an inspection, and should deficiencies be noted, action is very likely to follow.
