The member national shipowners' associations of the International Chamber of Shipping (ICS) have agreed to commence a co-ordinated campaign aimed at European Union (EU) institutions, including Member States, Parliament and the European Commission.

ICS announced the launch of a major new campaign with the aim to align EU rules on shipping CO2 with the international community.

The Annual General Meeting of the International Chamber of Shipping (ICS) elected a new Chairman, Mr Esben Poulsson (Singapore).

According to the latest Manpower report, the global supply of seafarers in 2015 was estimated at 1,647,500 of which about 774,000 are officers and 873,500 are ratings. Encouragingly, the worldwide supply of officers is estimated to have increased by 24% since 2010, with the supply of ratings increasing too.

ICS has published its 2016 Annual Review of maritime policy developments, in advance of the ICS Annual General Meeting, to be held in Tokyo from 1-3 June. The ICS Annual Review is intended as a comprehensive overview of all the major issues faced by the global shipping industry, and in which ICS is engaged on behalf of its member national shipowners’ associations.

The recently published BIMCO/ICS Manpower Report has given the maritime industry warning that the global shortage of deck and engineer officers is set to grow over the next decade, with research estimating the current shortfall in seafarer officer numbers as 16,500 rising to 92,000 by 2020.

BIMCO and ICS have jointly launched the latest five-year BIMCO/ICS Manpower Report which forecasts a serious future shortage in the supply of seafarers. The report identifies a current shortfall of about 16,500 officers (2.1%) and a need for an additional 147,500 officers by 2025 to service the world merchant fleet.

At the Comité Maritime International (CMI) Conference, in New York this week, the International Chamber of Shipping (ICS) will be pressing to ensure that the proposed revision of the York Antwerp Rules of General Average delivers a clear improvement on the present system and does not touch on fundamental principles.

ETF and ECSA are extremely concerned about the recent Court decision in the Prestige case as it unexpectedly overturned the judgment by the Provincial Court of La Coruña (Galicia) which had yet cleared both the Master, Captain Apostolos Mangouras and the Chief Engineer of criminal responsibility. Also, ICS strongly criticized the court judgement during a meeting of IOPCF last week.

ICS has made a number of submissions to a critical meeting of the IMO MEPC which begins in London next week. These address further measures to reduce the sector’s CO2 emissions, outstanding problems with the implementation of the IMO Ballast Water Management Convention, and the need for an immediate IMO decision on whether or not ships will have to use 0.5% sulphur fuel in 2020.
