MEPs have backed reforms of the EU emissions trading system that will, for the first time anywhere, regulate international ship CO2 emissions as well as significantly tighten the cap on aviation emissions. Transport & Environment welcomed the reforms as both a much needed first move to kickstart maritime climate action.

Just before a crucial vote by MEPs, associations of shippers and cargo owners have called on the European Parliament, Council and Commission to include shipping emissions in the EU emissions trading system under a special fund.

The Clean Shipping Coalition has sent a letter to Mr. Kitack Lim, Secretary General of IMO, criticizing his recent views on including shipping industry in the EU Emission Trading System. Mr. Lim has expressed concerns that this action could undermine efforts to reduce greenhouse as emissions from shipping on a global basis whereas the NGO supports that IMO should not interfere in European politics.

INTERCARGO expressed its full support and total alignment with IMO Secretary-General Kitack Lim’s concerns that including shipping in the European Union’s Emission Trading System (EU-ETS) could undermine efforts to reduce GHG emissions from ships on a global basis.

ESPO strongly believes that IMO is by far the right level to address the issue and to find a solution. In that respect, ESPO believes that the roadmap agreed on at the IMO MEPC meeting last October is a starting point

EU revised the report on EU ETS putting pressure on IMO to have a system comparable to ETS operating for global shipping as from 2021 or else shipping will be then included in the EU ETS as from 2023. First reactions have slammed the decision; many industry stakeholders have expressed their concerns that the split threatens shipping.

The European Parliament has voted in favor of including shipping industry in the EU Emissions Trading Scheme (ETS) from 2023 if IMO does not deliver a global deal by 2021. The decision, which imposes a regional ETS on shipping, has raised concerns among the global shipping community. ICS says that it will polarise and impede current discussions on additional CO2 reduction measures at the UN IMO.

The Industry Committee of the European Parliament adopted its report on the EU’s Emissions Trading Scheme and stressed that the climate impact of shipping should be regulated at UN level. Therefore, the Committee rejected the inclusion of shipping in the EU ETS confirming IMO regulatory role on CO2 emissions.
