From September 1 to November 30, 2013 The Maritime Authorities of the Paris and the Tokyo Memoranda ofUnderstanding (MoU) on Port State Control will launch a joint ConcentratedInspection Campaign (CIC) with the purpose to ensure compliance withSOLAS Chapter II-1.The scope of the CIC is the safety of propulsion andauxiliary machinery, especially the working order and maintenance of themain engines, auxiliary engines, auxiliary equipment and their related alarmsystems. Special attention will be given to familiarity of the crew with safetyand emergency procedures with regard to these systems.This inspection campaign will be held for three months, commencing from 1September 2013 and ending on 30 November 2013.The propulsion and machinery installations will be verified in more detail forcompliance with the mentioned scope of the CIC during a regular Port StateControl inspection conducted under the regional ship selection criteria within theParis and Tokyo MoU regions.Port State Control Officers (PSCOs) will use a list of 12 selected items to verifycritical areas for the propulsion and auxiliary machinery installations, some ofwhich are related to documentation, main and auxiliary equipment, crewfamiliarization and operational controls. CIC campaign highlights need for continued commitment to fire safety on board

Paris MoU held its 46th Committee meeting in Valletta, Malta, from 20 - 24 May 2013 The Paris Memorandum of Understanding on Port State Control (Paris MoU) heldits 46th Committee meeting in Valletta, Malta, from 20 - 24 May 2013. The meetingwas attended by members, the European Commission, EMSA, Montenegro,observers from the ILO, US Coast Guard, Black Sea MoU, Caribbean MoU,Mediterranean MoU, Tokyo MoU and Vina del Mar Agreement.The Committee adopted amendments to the Memorandum to include the MaritimeLabour Convention 2006 as a relevant instrument. Guidelines for Port StateControl under this Convention were also agreed, providing practical guidance forPort State Control Officers to inspect ships starting 20 August 2013.Brian Hogan, the Chairman, stated: "The Paris MoU has always been supportive ofverification of working and living conditions under the ILO Convention 147. With theintroduction of the MLC2006 we are entering a new era to improve theseconditions on board".High importance was given to Concentrated Inspection Campaigns (CICs). Level of compliance not satisfactory Fire safety has been one of the top three categories of deficiencies recorded duringPSC inspections for many years. For the purpose of verifying compliance of fire safetysystem requirements and raising awareness of fire safety related issues, memberAuthorities of the Tokyo MOU undertook a Concentrated Inspection Campaign on FireSafety System (FSS) from 1 September to 30 November 2012.During the three-month period, a total of 8,274 PSC inspections were conducted bythe eighteen member Authorities, of which 6,606 were related to a CIC inspection.There were a total of 217 detentions recorded during the CIC inspections, amongwhich 150 or 69% of them were detained as the direct results of the CIC. TheCIC-topic related detention rate is 2.3% while the overall CIC detention rate 3.3%. Atotal of 4,279 CIC related deficiencies were recorded. The most significant deficienciesfound during the campaign were related to fire-fighting equipment and appliances 659(15.40%), followed by ready availability of fire-fighting equipment 470 (11%) and firedetection and alarm system 410 (9.58%).The most CIC inspections relating to ship type were conducted on bulk carriers with2,124 (32%) inspections, followed by general cargo/multi-purpose ships with 1,639(25%) inspection and container ships with 1,136 (17%) inspections. 81 (54%) of theCIC-topic related detentions ...

Prelimenary results of Concentrated Inspection Campaign on Fire Safety Systems Recent events have demonstrated that a fire on board a ship can be potentially devastating and can seriously affect the safety of those on board. Preliminary results from the Concentrated Inspection Campaign (CIC) on Fire Safety Systems, carried out between 1 September 2012 and 30 November 2012 in the Paris MoU region show that:103 ships were detained over the 3 month period as a direct result of the CIC for deficiencies related to Fire Safety Systems. 64% of all ships detained in the three month period were detained for fire safety related issues. Problem areas included fire pumps and its pipes, fire fighting equipment and appliances, and the fire control plan.Fire safety has been in the top 5 of most frequently encountered categories of deficiencies during inspections for years. Reason enough for the Paris MoU to concentrate attention to this area during a CIC. 42 ships detained because of deficiencies related to structural safety and load lines Preliminary results from the Concentrated Inspection Campaign (CIC) on Structural Safety and the International Convention on Load Lines, carried out between 1 September 2011 and 30 November 2011 in the Paris MoU region show that:42 ships were detained as a direct result of the CIC for deficiencies related to structural safety and load lines in the Paris MoU region.Problem areas included stability, strength and loading information, ballast and fuel tanks and water and weather tight conditions. The CIC questionnaire was completed during 4,386 inspections on 4,250 individual ships. A total of 1,589 CIC-related deficiencies were recorded and 42 ships (1%) were detained for CIC-related deficiencies.During the campaign most inspections concerned general cargo/multi-purpose ships with 1,563 (36%) inspections, followed by bulk carriers with 795 (18%) inspections, container ships with 495 (11%) inspections, chemical tankers with 433 (10%) inspections and oil tankers with 296 (7%) inspections. 24 (60%) of the ships detained for CIC-related deficiencies were general cargo/multipurpose ships and 5 (12%) were bulk carriers.
