Black Sea MoU starts CIC on STCW Hours of Rest

Meeting the hours of rest requirements as required by STCW 78 The six member Authorities of the (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will start a concentrated inspection campaign on STCW Hours of Rest.The three-month campaign will start on September 1, 2014 and end on November 30, 2014 under the co-ordination of the General Directorate of Maritime and Inland Water Transport of the Republic of Turkey Ministry of Transport and Communication. The campaign shall be conducted simultaneously with the Paris MOU, Tokyo MOU and other MOUs.During the campaign period, member Authorities of the BS MOU will inspect, within the resources available, as many ships as possible in conjunction with routine port State control inspections, deck and engine room watchkeepers hours of rest under STCW 78 as amended. Black Sea MoU issues PSC annual report 2013

Annual Report 2013 on Port State Control in the Black Sea region (Image Credit: Black Sea MoU Annual Report 2013)Black Sea MoU released the thirteenth issue of the Annual Report on Port State Control in the Black Sea region which is published under the auspices of the Port State Control Committee of the Black Sea MOU. Port State Control is of particular importance to the BS MOU member Authorities due to the role of shipping in region's trade, the sensitivity of the Black Sea basin and its coastline to environmental damage. Thereby BS MOU member Authorities have dedicated considerable resources to having a rigorous port State control program of the highest standard.This PSC Annual report covers the period between 1st January and 31st December 2013. During this period the BS MOU member Authorties conducted a total of 5,080 initial inspections, representing 10.26% increase as compared with 4,607 initial inspections in 2012. The regional inspection rate is 63.62% which is 1.70% increase compared with 2012. A total of 184 detentions were warranted to ships found with serious deficiencies.This represents a detention percentage of 3.62% which is 1.05% decrease as compared with 215 detentions in 2012. Propulsion and Auxiliary Machinery: Main Cause of Ship Detention

According to Black Sea MoU CIC preliminary results Concentrated Inspection Campaign (CIC) on Propulsion and Auxiliary Machinery carried out between 1 September 2013 and 30 November 2013 in the Black Sea MOU region shows the following preliminary results:13 ships have been detained in the Black Sea MOU region during the course of the CIC through deficiencies relating to propulsion and auxiliary machinery. The most notable deficiencies concern documentary evidence of fitness of periodically unattended machinery spaces (7.24%), cleanliness of the engine room, including bilges (4.65%), protective arrangements for machinery to minimize danger to persons (3.19%) and operational conditions of the propulsion machinery and essential auxiliaries (2.19%)During the course of the campaign six member Authorities carried out a total of 1,097 inspections of individual ships using the CIC questionnaire. Of this quantity 31 ships were detained with 42% of detentions being within the CIC scope.A total of 250 deficiencies have been recorded as a result of the campaign out of 1,097 questionnaires submitted.459 (41.84%) inspections concerned general cargo/multi-purpose ships, followed by bulk carriers with 341 (31.08%) inspections, oil tankers with 104 (9.48%) inspections and chemical tankers with 68 (6.2%) inspections.10 (76.92%) of the ships detained for CIC-related deficiencies were general cargo/multipurpose ...
