USCG update
The USCG has issued an update regarding Salvage and Marine Firefighting (SMFF) core Geographic Specific Appendices (GSAs).
The USCG has determined that incorporating resource listings for contracted SMFF services into VRP GSAs by reference is an acceptable method of providing the required information in the required VRP updates as long as the most recent version of the resource providers SMFF core GSA that is on file with the USCG is used
Vessel owners/operators may reference USCG-accepted SMFF core GSAs in their VRP updates in lieu of submitting detailed salvage and marine firefighting resource information in the VRP, but only for those resource providers with whom they have established contracts and funding agreements in accordance with 33 CFR Part 155 Subpart I.
The SMFF core GSAs voluntarily submitted to the Coast Guard for review by SMFF resource providers have been conditionally accepted as listed below:
Donjon-Smit LLC: | Revision2014-13 | 1 November 2014 |
Marine Response Alliance LLC: | Revision 14.1 | 1 November 2014 |
Resolve Salvage and Fire (Am), Inc: | Revision 8.2 | 15 August 2014 |
Svitzer Salvage Americas, Inc: | Revision 6 | 1 December 2014 |
T&T Salvage LLC: | Revision 15 | 1 January 2015 |
Tank vessel owner/operators (Types I-IV oil) and non-tank vessel owner/operators (self-propelled vessels over 400 GT) are responsible for determining the adequacy of the salvage and marine firefighting resource providers included in the VRP, according to 33 CFR 155.4050, as applicable. The USCG’s VRP SMFF core GSA update review does not relieve the vessel owner/operator of the responsibility to select adequate resource provider |
