Norway has joined up on EU’s 11th sanctions package sanctions against Russia, with a few national adjustments.
Regarding shipping, the EU’s eleventh package of sanctions includes a ban on access to ports for ships participating in ship-to-ship transfers suspected of violating the oil import ban or oil price barrier, ships that do not notify ships from ship to ship transfers and vessels that manipulate or disable navigation tracking systems when transporting Russian oil.
Norway is still considering how this prohibition can best be implemented in Norwegian law, and a regulatory change on this point will come later.
Furthermore, in the eleventh package of sanctions, the EU has introduced a domestic basis for future restrictions on exports of specific goods and technologies to third countries that are considered to have a high risk of circumvention.
Norway has politically agreed on the measure, but will not implement it in Norwegian law at the present time for practical reasons. Norway will immediately consider implementing the measure in Norwegian law if third countries, goods and technology are listed.
