USCG has issued job aid which cites regulations from 74 SOLAS (20), MARPOL, STCW and other conventions and codes and contains the items that should be examined during a PSC A exam.
In particular, there are two Job Aids available:
- PSC A Job Aid FM-009. To be used in detailed inspections, including vessels coming to the U.S for the first time, vessels that score PSC A in the targeting matrix, and vessels where actionable intelligence may exist.
- PSC B Job Aid FM-01. To be used for all other situations
The PSC A exam scope was developed to perform the Coast Guard’s most detailed exam onboard vessels that pose the highest risk to the port. These include vessels coming to the U.S for the first time, vessels that score PSC A in the targeting matrix, and vessels where actionable intelligence may exist.
The PSC B exam scope was developed to follow the guidelines in the Procedures for Port State Control as well as to add emphasis to areas where a higher risk has been identified in the current regulatory environment (e.g. ballast water, MARPOL Annex VI – ECA). As a matter of routine, certain operational tests and drills will NOT be performed during PSC B exams unless determined by the PSCO to be necessary as part of an expanded exam. Reasons for expanding the exam must be documented in the MISLE narrative.
All deficiencies identified by the PSCO during the PSC exam should be recorded on the CG-5437B (Form B) and in the activity inspection results. This includes deficiencies corrected prior to the PSCO’s departure (i.e. 10c).
