USCG has issued a change to its Navigation and Vessel Inspection Circular (NVIC) providing guidelines for qualification for STCW endorsements as Rating Forming Part of an Engineering Watch.
After publication of NVIC 07-14, the Coast Guard realized the potential for confusion over the scope and limitation of RFPEW endorsements for mariners who serve on motor or gas turbine vessels who were unable to complete demonstrations of knowledge, understanding, and proficiency that are applicable to equipment that is not found on all motor and/or gas turbine vessels
This guidance is not a substitute for applicable legal requirements, nor is it itself a regulation. It is not intended to nor does it impose legally-binding requirements on any party. It represents the Coast Guard’s current thinking on this topic and is issued for guidance purposes to outline methods of best practice for compliance with applicable law.
