The Chinese port city of Guangzhou has officially began bonded bunkering service for ships on international voyages.
This comes as the Guangzhou Port Authority received permission by the national government in December 2021, and has now officially issued implementation measures to enable operation of bonded bunkering services.
The qualified bonded oil supply companies in Guangzhou could provide direct supply of bonded fuel within the area of Guangdong province.
According to the port authority, the provision of bonded bunkering service aims to improve the integrated service capacity of Guangzhou port and improve the international influence of Guangzhou being a shipping hub.
Under the measures, an enterprise applying for bonded bunkering business shall meet six conditions including:
- Owning or leasing of at least one double-bottom and double-hull bunkering vessel of not less than 1,000 dwt, which meets relevant technical and safety standards;
- Customs supervision requirements, oil tanks with a storage capacity of not less than 5,000 cubic meters and supporting facilities for receiving, unloading and transhipment of bonded oil;
- Enterprises legally registered in Guangzhou;
- Registered foreign trade operators, etc.
