Ship operators may find that they are unable to employ their vessels profitably and take the decision to remove it from service.In case the owner has a reasonable expectation that demand will recover, he may find a suitable anchorage and keep the vessel ready for employment. The status of the vessel then decleared as “A Laid Up Vessel”.
There are two basic criteria that the lay-up is designed to meet:
- To maintain the security, safety and protection of the vessel, crew, and the environment.
- To preserve and maintain the structure and machinery by providing protection against corrosion and static seizure.
Types of Lay Up
- Hot Lay Up :This lay-up condition is normally appropriate for up to 12 months out of commission.
- Cold Lay Up: In cold lay-up condition the vessel is taken out of service for a period exceeding 12 months and may be up to five years
Actions Required
Ship managers who wish to follow the Lay Up procedure for their vessels have to implement:
- Actions prior Lay up: Ship manager should perform a full risk assessment for all contributing factors for the procedure (are, safety, security, provisions, etc) and to notify all stake holders (F;ag Administartion, Class , P&I H&M etc) for his intentions.
- Actions during Lay Up : Specific Safety, Security, Manning and other requirements should be met during the Laid Up period in accordance with Flag Administration, Class and local authorities legislation and requirements. Ism and ISPS issues should also be addressed in respect of Certification and verification.
- Actions for Resuming Trading (after Lay Up period). Several series of actions are required in order to prepare the vessel to be fully operational again.
