New Lagos Traffic Law Threatens FG N1 Trillion Ports Revenue

AMATO has warned of imminent breakdown of port operations The Association of Maritime Truck Owners (AMATO) has warned of imminent breakdown of port operations, which will definitely lead to standstill in international trade and subsequent high prices of products, following the ban of truck operations in day time in Lagos. It also warned that the federal government might experience difficulty in earning income from tariffs if the new law is allowed to stay, as the port remains the second largest source of income for the federal government. The federal government aims to garner N1 trillion from the ports this year, but a new traffic law signed by the state governor, Babatunde Fashola, onThursday, which banned cargo truck movement into the metropolis in day time could deter the revenue target, AMATO warned.By the new Lagos State Road Traffic Law, with the exception of tankers and passenger trucks, trailers are not allowed to operate within the metropolis precisely between the hours of 6am and 9pm. Offenders risk six months' imprisonment or impoundment of vehicle and payment of N50,000 fine.Speaking with LEADERSHIP yesterday, the chairman of AMATO, Remi Ogungbemi, warned that such a law would not only cause congestion at the ports, but would also ...

Crane collapse causing severe delays at Port Nehru box terminal

The terminal is running behind schedule by more than five days The recent collapse of a container crane at Jawaharlal Nehru Container Terminal (Nhava Sheva Port), India's largest container facility, is causing major disruptions to berthing schedules, according to a senior OOCL India official."The terminal is running behind schedule by more than five days," the official told the JOC.Hong-Kong based OOCL, which operates the Indamex Service connecting the Port of Nhava Sheva with ports on the US East Coast, said that ships operating under the fixed-day berthing window scheme are the worst affected due to low levels of productivity and extended stays. The Indamex service is a vessel-sharing agreement among five major carriers, including Hapag-Lloyd, CMA CGM, APL and NYK Line."The consortium members have been in touch with port officials to know their actions aimed at restoring normalcy at the terminal. There is, however, no positive outcome yet," added the official.According to the JOC, a number of vessels remain anchored in the port's harbor with many more expected to follow suit in the coming days. The Jawaharlal Nehru Container Terminal is one of three box terminals in Nhava Sheva Port, responsible for the movement of nearly 60 percent of India's containerized trade.Nehru ...

Jebel Ali Port Achieves Top Environment and Safety Management Standards

DP World flagship Jebel Ali Port has marked World Environment Day DP World's flagship Jebel Ali Port has marked World Environment Day by achieving two important international environment standards - ISO 14001-2004 for its Environmental Management System and OHSAS 18001:2007 for its Occupational Health and Safety Management System.DP World, UAE region received the certification from Lloyd's Register of Quality Assurance(LRQA).Achieving the two standards is part of DP World, UAE region's on-going environmental efforts. Jebel Ali Port has signed an agreement to install energy efficient terminal lighting that will result in savings of approximately 70% over the present lamps installed. Additionally DP World is conducting a programme to further reduce energy consumption at Jebel Ali Port by converting nine diesel powered rubber tyred gantries (RTG) to electrically powered systems in Phase 1 of a conversion plan for the fleet of more than 90 RTG's. This will result in an initial saving of approximately 90,000 litres of diesel per month, decreasing CO2 emissions by 2.8 million kilograms a year.Mohammed Al Muallem, Senior Vice President and Managing Director, DP World, UAE Region, said:"This is a significant achievement for Jebel Ali Port, the largest and busiest cargo hub in the region, serving the Middle ...

Wuhan approves port development plans

China's Wuhan government has approved an ambitious plan China's Wuhan government has approved an ambitious RMB300bn ($47.1bn) blueprint to develop Wuhan into a major shipping centre within the next five years. The plan includes major dredging projects to accommodate 5,000 dwt ships to sail upstream of Wuhan Yangtze Bridge and 10,000 dwt ships to sail downstream. At present, only 2,000-3,000 dwt vessels can sail upstream and 3,000-5,000 dwt vessels can sail downstream."Wuhan government wants to strengthen the city's credentials as the major transport hub on the middle reaches of the Yangtze and the new timescales are designed to accelerate that process. The plan to establish regular container railway services to Yangluo is particularly important as it would help establish Wuhan as an important transhipment centre," said David Lammie, director of Yangtze Business Services.Wuhan is located within 400km radius of 45 cities in six provinces.Source: Port Strategy

Shippers make U.S. the port of call for bankruptcy

The shipping industry has faltered as a glut of ships were built before the global recession When Marco Polo Seatrade BV, of the Netherlands, filed for bankruptcy in a U.S. court in July, lenders fought to get the case thrown out. While the company docks in ports around the globe, the lenders argued, its ties to the United States are limited to two small financial accounts.Marco Polo has not been alone in seeking Chapter 11 protection in the United States. Other shipping companies, struggling with an oversupply of vessels and weak demand, also have filed for bankruptcy here, thanks to U.S. legal provisions that help companies avoid liquidation and continue to operate, lawyers and investors say. While struggling companies in other industries may also want to seek Chapter 11 refuge despite having few U.S. links, shipping companies are uniquely placed to do it. Their only material assets - ships - are constantly on the move, letting them conceivably seek insolvency protection anywhere they sail."Only in Chapter 11 can you get bankruptcy financing, can your management remain in place, and can you continue to operate the company," said Thomas Califano, a bankruptcy partner at law firm DLA Piper. The trend of ship owners ...

Jebel Ali Port launches 3G communication service

3G internet service for container liner operators DP World has introduced 3G internet service for container liner operators calling at its flagship Jebel Ali Port in Dubai.Jebel Ali is among the first global ports to offer this vital communication service using the 3rd generation mobile telecommunications (3G) service in operations. The enhanced e-service enables carriers to connect to the port through the Dubai Trade portal www.dubaitrade.ae and file BAPLIE (Bay Plan/Stowage Plan of Occupied and Empty Spaces) information as the vessel departs for Jebel Ali, or acquire the data for onward ports. The data identifies each container and its location, and also identifies spaces available on board the vessel. Terminal operators can then access the data and plan the most efficient loading and discharge of containers and cargo, working closely with the carrier. The data also highlights any special handling requirements, and proper weight distribution for ship stability."The BAPLIE message is the backbone of electronic container stowage operation. Using the 3G service in our operations is an exciting new initiative that adds to the tools we have rolled out to improve operational efficiencies at our flagship Jebel Ali Port. DP World constantly invests in technology to deliver supply chain efficiencies that directly ...

Port Revel Introduces Green Shiphandling

The time has come to help raise the awareness of mariners Pending the issue of more stringent measures by international institutions, Port Revel believes that the time has come to help raise the awareness of mariners responsible for manoeuvring large ships in harbor areas by providing them with ways of reducing fuel consumption and consequently CO2 and dust emissions in sensitive environments. With this "Clean Shiphandling" principle in mind, Port Revel has equipped two of its eleven ships with sensors for measuring total energy consumption during a given shiphandling operation. Trainees are thus challenged to carry out the operation in question with a target level of consumption (and hence atmospheric emissions) fixed in advance by the Centre's instructors, who have themselves already faced the same challenge.Tests carried out with these models have shown that Port Revel perfectly masters the modelling techniques involved, and that similitude scales are perfectly maintained. This is yet further proof that nature (in the form of hydraulic conditions) is at work on the models as on real ships, without it being necessary to write out all the equations for the hydraulic phenomena involved. The realism of the scale models is unequalled and, for the moment, has not ...
