New York Governor, Andrew M. Cuomo, initiated a comprehensive solicitation seeking 800 megawatts or more of new offshore wind projects for New York. The solicitation accelerates New York's progress towards Governor Cuomo's mandate for 50 percent of the state's electricity to come from renewable sources by 2030.

The first project-financed floating wind farm received funding from the European Investment Bank, which will provide a EUR 60 million loan to Portuguese company Windplus for the wind farm. The project will be the biggest floating wind farm in the Iberian Peninsula.  

New report from KPMG for NOW Ireland reveals that offshore wind can be a great opportunity for Ireland to transform into a low carbon economy. The report identifies the growing renewable energy demand in Ireland and particularly the way in which offshore wind can deliver the supply to meet that demand.

The UK government is planning to publish during November the final policy regarding changes to the contract for difference scheme for the third round, which will launch May 2019, regarding offshore wind and other less established technologies. The previous CfD auction took place in 2017.

New research from Wood Mackenzie shows that Asia-Pacific's offshore wind capacity will increase 20 times to 43 GW in 2027. China is still in number one, which is expected to see offshore wind capacity rise from 2 GW last year to 31 GW in the next decade. Taiwan will account for 20% or 8.7 GW of offshore wind capacity by 2027.

British oi major Shell has joined the Global Wind Energy Council as a board level member. Shell is taking part in GWEC’s Offshore Taskforce, which brings together leading industry actors to accelerate the development of offshore wind in new global markets.

US Secretary of the Interior Ryan Zinke announced three developments in American offshore wind energy spanning from coast to coast. These are: a wind auction in federal waters off the coast of Massachusetts; an environmental review of a proposed wind project offshore Rhode Island; and the next steps to a first-ever wind auction in federal waters off of California.

UK seabed's manager, The Crown Estate, announced that it will launch a second phase of engagement with the market and stakeholders regarding a new offshore wind leasing, after a positive market response to its first proposals. Round 4 could be launched in the beginning of 2019.

US Department of Energy proposed to provide funding to Lake Erie Energy Development Corporation to construct and operate a 20.7 MW offshore wind project (Project Icebreaker), approximately 8 miles offshore of Cleveland, Ohio in Lake Erie. DOE found no significant environmental impacts of the project.

Brazilian energy major Petrobras (Petróleo Brasileiro S.A.) announced the signing of a Memorandum of Understanding (MoU) with the Norwegian oil major Equinor to evaluate a joint business development in the offshore wind energy industry in Brazil.
