Issues re latest developments on MRV and MLC discussed The Board of Directors of the International Chamber of Shipping (ICS) representing national shipowners' associations from the Americas, Asia and Europe met in London last week.Issues discussed included:the development by the International Maritime Organization (IMO) of a global mechanism for the Monitoring,Reporting and Verification (MRV) of CO2 emissions; the entry into force of the International Labour Organization (ILO) Maritime Labour Convention (MLC);and ICS's response with respect to important changes to global accounting rules being proposed by the International Accounting Standards Board (IASB). ILO launches new Maritime Labour Convention database

Up-to -date information available on MLC 2006 The International Labour Organization (ILO) has launched a comprehensive new database providing the most up-to -date information available on the implementation of the landmark Maritime Labour Convention, 2006, which came into force on 20 August.The database provides a vital resource for governments, seafarers, ship owners and others in the maritime sector and is expected to grow rapidly, as certain provisions of the MLC, 2006 require ratifying Member States to communicate to the ILO Director-General, for further dissemination, specific information on how the Convention is applied in national law and practice.The Independent ILO Committee of Experts on the application of Conventions and Recommendations is mandated to review how countries that have ratified comply with their international obligations.The ILO has encouraged Member States to provide up-to-date information on national implementation and enforcement in order to keep the database current and accurate as possible. Data is provided in a reader-friendly format in English, French and Spanish.The Maritime Labour Convention was adopted by a special ILO International Labour Conference in 2006, setting out decent working and living conditions for seafarers while ensuring a level playing field for quality shipowners. Liberia storms ahead on MLC certification

94% of Liberian flagged ships achieve MLC compliance Ninety-four per cent of qualifying Liberian-flag ships have achieved successful Maritime Labour Convention 2006 compliance, just one week after the convention entered force, putting Liberia far ahead of any other international ship registry.MLC 2006 certification is a multi-step process. The first step involves the issuing of a Declaration of Maritime Labour Compliance (DMLC) Part 1 at the request of the owner. This is followed by the owner's submission of DMLC Part 2 for approval. In the case of Liberia, which has opted not to delegate flag state inspection to classification societies, this means approval by the Liberian flag. Thereafter, the vessel is inspected and the certificate duly issued to compliant ships.The Liberian-flag fleet is the second largest in the world and includes 3,215 ships to which MLC 2006 applies. To date, DMLC Part 2 has been accepted in respect of 3,016 Liberian-flag ships, equating to 94 per cent of the qualifying Liberian fleet. Liberia has issued 1,464 MLC 2006 certificates. MLC enforcement not just for passenger ships and bulkers

DNV supports shipowners through the initial enforcement phase DNV is supporting shipowners and operators through the initial enforcement phase of the Maritime Labour Convention with a range of services and advise that the major port state control bodies will go beyond International Labour Organisation Resolution XVII recommendations to initially just concentrate on passenger ships and bulk carriers."Paris MoU enforcement will be applied to all ship types, and those considered high risk will be the target of inspections," says Georg Smefjell, DNV Head of Section."This includes oil, chemical and gas tankers as well as ships from 'black listed' flags and those with a history of deficiencies."Smefjell expects most other port state controls to take a similar stance, and he reminds shipowners that the 'no more favourable treatment' clause of the convention will mean that vessels will be inspected irrespective of flag. Documentation such as the Declaration of Maritime Labour Compliance must meet complex requirements, he says.
