The Environmental Ship Index (ESI) entered a new era in March, with the confirmation of an expanded suite of performance modules to support ports and vessel owners on the journey to decarbonisation and lowering emissions.

IMO MEPC 81 adopted amendments to regulations A-1 and B-2 of the BWM Convention concerning the use of electronic record books, expected to enter into force on 1 October 2025, and further focused on the implementation and Convention review.

Following the completion of MEPC 81, the Getting to Zero Coalition commented, exclusively to SAFETY4SEA, that delegates at MEPC81 and the ISWG have been showing a willingness to collaborate and listen to each other’s concerns. However, in terms of positions, the group is still very divided on how they see these policy measures taking shape.

In an effort to tackle with marine litter, the IMO MEPC 81, that took place 18-22 March 2024, discussed about the reporting procedures for lost containers and carriage of plastic pellets by sea and took important decisions towards. Containers lost overboard can be a serious hazard to navigation and safety at sea as well as to the marine environment.

UMAS released an insightful report, anaylizing the IMO MEPC 81 outcome to examine both what opportunity lies ahead, but also the current status of risks that might undermine that opportunity. 

UMAS commented MEPC 81 outcome, noting that the meeting itself was not a point of adoption for measures, but it was a chance to test whether the member states of the IMO were as committed to advance and implement policy measures capable of delivering the Revised GHG Strategy adopted in July 2023.

​IMO MEPC 81, that took place March 18-22, agreed on an illustration of a possible draft outline of an “IMO net-zero framework” for cutting greenhouse gas emissions (GHG) from international shipping. The draft outline illustration lists regulations under the (MARPOL, which will be adopted or amended to allow for a new global fuel standard and a new global pricing mechanism for maritime GHG emissions. 

IMO is advancing discussions on legally-binding ‘mid-term’ measures to help the maritime industry achieve net zero shipping, as set out in the 2023 IMO Strategy on the Reduction of GHG Emissions from Ships. The measures are scheduled for adoption in late 2025. 

Zero Emissions Ships Technology Association (ZESTA) has outlined four required outcomes from the Marine Environment Protection Committee (MEPC 81) meeting.
