BIMCO has submitted a proposal to the 11th session of the IMO Sub-Committee on Pollution Prevention & Response (PPR 11), proposing the establishment of a database of local restrictions on the discharge of scrubber washwater thus enabling greater transparency for the industry. 

A new submission to the International Maritime Organization (IMO) addressing outstanding concerns related to intellectual property rights (IPR), strengthened R&D collaboration between developed and developing countries, and geographic representation in the Board of Directors governing the proposed decarbonization fund has been submitted. 

The 77th session of IMO’s Marine Environment Protection Committee took place virtually, 22-26 November 2021, bringing the hot issue of GHG emissions from ships again to the forefront. The MEPC 77 agreed to revise the Initial IMO Strategy of 2018 in a bid to speed up decarbonization efforts, considered as a successful outcome by IMO, but this revision will not be adopted earlier than 2023, which has been seen as a “missed opportunity” by global shipping stakeholders.

IBIA, after participating in all the IMO meetings where policy and regulatory tools to cut GHG emissions from shipping have been discussed, said that in order to achieve this goal, the right regulatory tools are needed.

IMO recognized the need to strengthen the ambition of the initial IMO GHG Strategy during its revision process, as it agreed to initiate the revision of its GHG strategy.

The Clean Arctic Alliance welcomed the adoption of an IMO resolution to cut the climate impacts of black carbon emissions by shipping on the Arctic.

Commenting on MEPC 77, the Clean Shipping Coalition noted that the outcome of the climate talks "is yet another blow to any efforts to start reducing greenhouse gas emissions from ocean shipping."

After the conclusion of the IMO's MEPC 77, the International Chamber of Shipping (ICS) expressed its disappointment "that the words and commitments made by governments at COP26 have not yet been translated into action."

During the 77th Marine Protection Committee (MEPC77) session, IMO failed to revise its emissions reduction strategy for 2050, as further revision of the target will not take place until 2023.

IMO did not approve the voluntary measure against Arctic black carbon emissions, after Russia, China and other members, raised objections.
