IMO Sub-Committee on Ship Systems and Equipment Outcome

1st Session, 10- 14 March 2014 The IMO's Sub-Committee on Ship Systems and Equipment held its 1st session (SSE 1) from Monday 10 through Friday 14 March 2014 under the chairmanship of Dr S Ota (JAPAN) and his Vice-Chair, Mr K Hunter (UK); both were subsequently re-elected for 2015. This Sub-Committee, acronym SSE, has assumed responsibility for many matters formerly dealt with by DE, FP and SLF; the remaining issues became the province of SDC (Ship Design and Construction) in line with the new, leaner IMO Sub-Committee structure.Three working groups (WG) were formed as follows:WG1 Fire Protection, Mr Eberly (USA)WG2 Life-Saving Appliances, Mr Yoshida (JAPAN)WG3 Onboard Lifting Appliances and Winches, Mr Lakeman (NL)Also, one drafting group (DG) was formed as followsDG1 Consideration of IACS Revised Unified Interpretations and proposed amendments to MARPOL Annex 1, Mrs Kristensen (NORWAY)Meeting HighlightsShips carrying hydrogen and compressed natural gas, vehiclesWG1 produced a draft MSC Circular, subsequently agreed by the Sub-Committee for submission to MSC 93, which recommends that the shipper should provide a signed certificate or declaration that the vehicle fuel system, as offered for carriage, has been checked for leak-tightness and the vehicle is in proper condition for carriage prior to loading. Amendments to the International Code for Fire Safety Systems (FSS Code)

Fixed Fire Detection and Fire Alarm Systems Hong Kong Marine Department issues Merchant Shipping Information Note. The purpose of this Note is to promulgate IMO resolution MSC.311(88) on the amendments to the International Code for Fire Safety Systems (FSS Code). The amendments will enter into force on 1 July 2012.At its 88th session in December 2010, the Maritime Safety Committee of theInternational Maritime Organization (IMO) adopted resolution MSC.311(88) to amend the FSS Code.The amendments, which will enter into force on 1 July 2012, modify the requirements of the Fixed Fire Detection and Fire Alarm Systems under chapter 9 of the FSS Code.The details of these amendments can be found as annex to this Note for ready reference. Shipowners, ship managers, ship operators, ship masters, classification societies and shipbuilders of Hong Kong registered ships are required to note the amendments and act accordingly.Source: Hong Kong Marine Department

Comprehensive revision of the Fire Safety Systems (FSS) Code finalised

FP held its 55th session in London from 25 to 29 July 2011 Seven years' work on the FSS Code was finalised at recently held session of the IMO Sub-Committee on Fire Protection (FP 55) The Sub-Committee on Fire Protection (FP 55) of the International Maritime Organization (IMO) has finalised a comprehensive revision of the Fire Safety Systems (FSS) Code. The work has been in progress for the last seven years and has led to a comprehensive revision of the requirements for various types of fire-extinguishing systems and equipment fitted on board ships. At this session, agreement was, among other things, reached about the new requirements for car deck sprinkler systems. The new standards were submitted to the Maritime Safety Committee (MSC) for approval. On the basis hereof as well as previously approved amendments to the Code, a revised FSS Code will be published.The main issues considered at the meeting were the following:Updating of the Fire Safety Systems (FSS) CodeA working group of the Sub-Committee continued and finalized the comprehensive revision of the FSS Code with the purpose of the Code including the newest fire-extinguishing techniques. Hong Kong Merchant Information Note Marine Department of Hong Kong issued a Hong Kong Merchant Information Note regarding Amendments to the International Code for Fire Safety Systems (FSS Code) Application, Sample Extraction Smoke Detection Systems and Fixed Hydrocarbon Gas Detection Systems.The purpose of this Note is to promulgate IMO resolution MSC.292(87) on the amendments to the International Code for Fire Safety Systems (FSS Code). The amendments will enter into force on 1 January 2012.1. At its 87th session in May 2010, the Maritime Safety Committee of the International Maritime Organization adopted resolution MSC.292(87) to amend the FSS Code.2. The amendments, which will enter into force on 1 January 2012, modify therequirements of the Application and Sample Extraction Smoke Detection Systems, and add a new chapter of the Fixed Hydrocarbon Gas Detection Systems to the FSS Code.3.
