Survey procedure, survey of ships, offshore structures covered on seminar
On 27-29 May 2014 in Astrakhan, Russia, Russian Maritime Register of Shipping (RS) held a seminar on shipbuilding and offshore oil and gas field development for experts representing RS offices in Russia and abroad.
The seminar covered latest amendments to the procedural requirements of the International Association of Classification Societies (IACS) and European Maritime Safety Agency (EMSA) concerning survey procedure, survey of ships, offshore structures and subsea pipelines under construction as well as documentation control.
The event took place on the eve of the new phase of the V. Filanovsky field development, RS taking an active part in this project. Special consideration was given to the construction of hi-tech drilling facilities for oil and gas extraction in North Caspian fields, to matters of the operational and environmental safety of ships and offshore structures. Beside the theoretical part, the seminar included a practical part as well. The experts visited the plant where the drilling facilities for the field are constructed and exchanged opinions on the survey of offshore field development facilities on-site.
As Andrey Fokin, head of RS Personnel Training Department, noted: “Modern ships and oil and gas production platforms are engineering structures extremely complex in all respects. Among other things, the complexity of these items determines the level of requirements for surveyors engaged in surveys. The competence and high qualifications of our experts help finding adequate solutions in areas on which the safety of ships, their crews, environmental health and many other things often depend“.
Yury Zakharov, head of the RS Astrakhan Branch Office, told us that the enterprises of the Astrakhan Region are now constructing, under RS survey, the facilities for the first phase of the V. Filanovsky field development, namely, central processing platform (CPP), ice-resistant fixed platform (IFP 1), riser block platform, living quarter platform (LQP 1) and bridges connecting the platforms. The second development phase is planned for the near future. The construction of IFP 2 and LQP 2 started, the facilities are to be delivered by the end of 2016.
