The Russian Maritime Register of Shipping announced that a new revision of the ‘Rules for Planning and Execution of Marine Operations’ is now effective following analysis of research results of Part IV “Safety Assessment”, held in 2016.
The standard hazards and emergencies during various maritime operations have been revealed in the Rules as regards the equipment for offshore oil and gas development facilities. Recommendations are set forth on monitoring and managing risks with detailed description of analytical, physical and mathematical modelling techniques. The RS requirements on qualitative, quantitative and expert-statistical risk assessment of conducting sea operations are specified. A risk level matrix and risk acceptability table are given as well.
Appendix includes examples of risk assessments for various maritime operations supplemented by a description of measures to reduce and eliminate risks. Examples are as follows: towing of the object for installation on site; object ballasting, withdrawal from the yard water area, towing; towing of the substructure centre.
The application of the Rules for Planning and Execution of Marine Operations ensures compliance with all required technical and safety standards for the design and implementation of marine operations for oil-and-gas field construction offshore facilities. In the current year, as regards the projects designed in accordance with RS requirements, transportation and installation was carried out at the target points of the conductor supported platform for the Yu. Korchagin Field as well as the topside sections of ice-resistant fixed platforms (LSP-2) and living quarter platforms (LQP-2) for V. Filanovsky field.
