Norway’s Petroleum Safety Authority informed that it has identified a number of non-conformities and improvement points onboard the mobile accommodation facility ‘Safe Scandinavia’.
In April 2018, PSA carried out an audit of Prosafe and the operator Equinor (former Statoil) and their management of emergency preparedness, logistics, the working environment and employee participation onboard the semi-submersible vessel.
The facility was issued with an Acknowledgement of Compliance (AOC) by the PSA in April 2007. Since 2016, the vessel has been supporting drilling operations at Oseberg Øst on the Norwegian Continental Shelf for Equinor. Prosafe is responsible for the provision of mud services to the Oseberg Øst installation together with all marine operations of the vessel.
The objective of the audit was to follow up previous audits of Prosafe and Safe Scandinavia, orders relating to the identification and follow-up of non-conformities, Equinor’s supervisory activities, whistleblowing reports and incident follow-up, PSA noted.
In the audit, we identified a number of non-conformities and improvement points within the areas of emergency preparedness, logistics, working environment and employee participation. We have asked Prosafe to report by 25 June 2018 on how the non-conformities will be addressed, and for their assessment of the improvement points identified.
Safe Scandinavia was upgraded in 2003 and completed a life extension refurbishment in 2014. In 2015/2016, the Safe Scandinavia was converted to a Tender Support Vessel.
