MARPOL revised Annex VI
Members are reminded that the revised MARPOL Annex VI entered into force on 1st of July 2010 and consequently following requirements now apply:
Overview:
Regulation 14 Sulphur Oxides and Particulate matters
Any ship operating within an Emission Control Area (ECA) shall use fuel oil with a sulphur content not exceeding 1.00%.
ECAs currently in force are:
- The Baltic Sea
- The North Sea
Regulation 12 Ozone Depleting Substances (ODS)
- Ships shall maintain a list of all equipment containing ODS
- Ships that have rechargeable systems with ODS
- Ships shall maintain an ODS Record Book
Regulation 15 Volatile Organic Compounds (VOC)

All crude oil tankers have on board and implement a VOC Management Plan
Regulation 16 Incinerators
It is prohibited to incinerate the following substances:
- Sewage sludge and sludge oil, if not generated onboard
- Exhaust gas cleaning system residues
Detailed information:
MARPOL Annex VI, requires that specific operations on board to be recorded in relation to Ozone Depleting Substances and Low Sulphur Fuel Oil.
Regulation VI/12.6 – Ships which have rechargeable systems that contain ozone depleting substances shall maintain an Ozone Depleting Substances Record Book. This Record Book may form part of an existing log-book or electronic recording system as approved by the Flag State Administration.
Regulation VI/12.7 – Entries have to be made in respect of Ozone Depleting Substances when specific actions are carried out such as supply, charge & discharge of system, repair & maintenance.
Regulation VI/14.6 – The volume of low sulphur fuel oils in each tank as well as the date, time, and position of the ship when any fuel-oil-change-over operation is completed prior to the entry into an Emission Control Area or commenced after exit from such an area, shall be recorded in such log-book as prescribed by the Flag State Administration.
Regulation VI/18.8 – The representative samples is to be sealed and signed by the suppliers representative and the master or officer in charge of the bunker operation on completion of bunkering operations and retained under the ships control until the fuel oil is substantially consumed, but in any case for a period of not less than 12 months from the time of delivery or as per Flag State Administration requirements.
The Engine Room Log Book or the Oil Record Book Part I might be accepted as proper recording of the MARPOL Annex VI operations. This could be problematical when making frequent entries.
Records could be maintained in a MARPOL ANNEX VI Log or Record Book covering all operations relevant to the MARPOL Annex VI divided in the following parts:
- Record the Tracking and Control for the representative (MARPOL) Fuel Oil samples
- Document any necessary custody transfer of the representative fuel oil sample
- Record the receipt and storage of Low Sulphur Fuel Oil. This does not replace the record of bunkering operations in the Oil Record Book Part I, as required by MARPOL Annex I.
- Record the changeover for Low Sulphur Fuel operation
- Record operations related to Ozone Depleting Substances
All entries should identify the person making the record, date and time of recording, position of vessel and evidence of review and endorsement by the Chief Engineer or Master as appropriate.
Other methods of recording
Electronic recording systems can be used on board if accepted by the Flag State Administration and provided that the system include the following:
- Identification of person making the record
- Date and time of recording
- Position of vessel
- Evidence of review and endorsement by the Chief Engineer or Master
- Facility to print out the records is also necessary
- Back up facility for the system
