USCG has issued a policy letter providing guidelines
The US Coast Guard (USCG) has issued a policy letter providing guidelines for compliance and enforcement of the North American Emissions Control Area (ECA) that came into effect on 1 August.
The letter outlines USCG’s methods and procedures for verifying compliance with MARPOL Annex VI Regulations 14 and 18 and how violations are documented and referred to the Environmental Protection Agency (EPA) for enforcement.

Furthermore the USCG has released ECA Job Aid for the use of Domestic & Foreign Vessels. While the document is mainly for USCG use, providing boarding officers with step-by-step guidance on how to conduct an onboard examination of a ship for compliance with the requirements of the North American ECA, the document may well be of interest to owners, operators, and mariners who are trying to comply with the new regime.
