Following the coronavirus outbreak, two online maps have been already launched, presenting the development of the virus, while Wilhelmsen launched its own online tool providing the global port restrictions, easing the shipping industry.
Specifically, the map includes the port restrictions that have been issued by countries on a global scale. By clicking on each port or country in the map below, one can see an overview of port restrictions and guidelines.

Europe
Gibraltar
- The Gibraltar Health Authority has issued an Coronavirus Interim Port Protocol, and as a precautionary measure, the protocol prohibits the disembarkation of any person who has visited any of the coronavirus affected countries within the preceding 15 days.
- The protocol/declaration to be completed by every vessel, yacht, cruise liner, bunker barge that will call Gibraltar at either the Western Anchorage, East anchorage, North Anchorage, any alongside berth, Quick turnarounds, medical disembarkations, OPLA and OPLB.
Please note that the following special conditions will apply to vessels who have answered yes to any of the questions in the declaration:
- Remote pilotage requirements will be applied to the vessel.
- No crew members will be allowed to disembark the vessel during its call at Gibraltar.
- With respect to ongoing operations shore personnel embarking / attending the vessel will not be allowed then to disembark.
- Shore personnel are to minimise all interaction with the crew as much as practically possible.
- The GPA reserves the right to further scrutinise any incoming vessel if it deems necessary in the interest of public health.
- Service boat operators are to limit contact with crew members from the vessels that have been issued the “special condition cause”
- If any vessel declares that crew members are suffering from any sickness in relation to this protocol/declaration, the vessel will be refused clearance at first instance and will be referred to other agencies on a case by case basis.
- The Emergency Regulations makes it a requirement for any person who has left a country listed in the Schedule in the 14 day period preceding his date of entry into Gibraltar to report to Borders and Coastguard Agency (if entering by land or by Gibraltar Airport) or to the Gibraltar Port Authority, if entering by vessel.
- Any person meeting these criteria (i.e. has left a country listed in the Schedule within the 14-day period immediately preceding the date of his arrival in Gibraltar) may be refused entry into Gibraltar or be directed to self-isolate for a minimum of 14 days from the date of their departure from the at-risk country.
- The regulations further allows for the detention of persons.

North America
Honduras
Personnel working in ports with international traffic who receive information, pertaining to a vessel that in its last 10 ports of call has had a stopover in Chinese ports or has Chinese crewmembers shall do the following:
- Shipping agencies are obliged to upload the required information according to the Convention on Facilitation of International maritime traffic, 1965, as amended (FAL 65), and local law 72 hours before the ship arrives.
- Verify the vessel’s last 10 ports of call, crew list and passengers (if applicable)
- Review the maritime declaration of health, document specifying any health issues with crewmembers and/passengers
- Vessel visits can be made at the port or in the bay, according to the port characteristics
- The information must be analysed by the health delegate in each port, and in coordination with the maritime authority define if a more detailed review is necessary. In case of confirming the suspicion of the virus, the Harbour master will instruct the ship to go to a quarantine area and that protocols for care are carried out by the competent authority.
South America
Trinidad and Tobago
With immediate effect all ships arriving in Trinidad and Tobago waters must submit the supporting documents requested under the Single Electronic Window e-maritime module as per arrival/departure habour master requirements to the maritime services division of the ministry of works and transport. This submission is required 72 hours prior to arrival of the ship.
Supporting documents:
- All vessels including pleasure craft and fishing vessels:
- Certificate of registry (valid)
- Vessel’s last 10 ports of call (stamped departure clearance and dates are required)
- Crew/passenger list (stamped by customs and excise)
- Crew members/passengers who have signed on the the vessel within the 21 days and their respective places of origin
- Declaration of health (signed by master and countersigned by the ship’s surgeon, where applicable)
- Vessels over 500 gross tons: Ship pre-arrival information of last ports call (attached stamped departure clearance from the ports)
- For every vessel arriving in Trinidad regardless from China or not, they will be physically checked by the local port health authority.
- There are specific forms which will apply depending on the terminal/port at which the vessel will call at.
- Also, similar form will be required for on / off signing crew which will apply depending on the terminal/port.

- With regards to on signing crew arriving from China, there is currently a 14 days restriction from the time a person departs China to arrive in Trinidad. Essentially they will have to stay 14 days after departing China in another country before being allowed to enter Trinidad.

Saudi Arabia
- Every ship that visited a Chinese port during the last 30 days must, at least three days before arrival at the first port in Saudi Arabia Kingdom, provide the following
- Submit a statement from the master to the relevant authorities (Port Administration, Border Guard, and the Ministry of Health office) that crew members or passengers are free of any pathological symptoms including high fever, sore throat, persistent coughing, breathing difficulties, and other symptoms that may indicate infection on the coronavirus with his acknowledgment of data veracity.

New Zealand – General
Restrictions on vessels whose previous port call was China
- If the voyage is less than 14 days, or crew join the vessel en-route after leaving mainland China after 2 February, advice is that crew should self-isolate and not take shore leave. These people are considered low risk but if they need to interact with port staff or border agencies, they should practise general infection and prevention advice (social-distancing, hand hygiene, covering coughs and colds etc).
- For vessels or crew that left mainland China after 2 Feb, the crew will stay on the vessel (ie not have shore leave). If they are required to interact with port or border agency staff, the port or border agency staff will use the health and safety advice provided re respiratory protection and use of PPE
- Because vessels must report the state of health on board before arriving in NZ and must notify any crew with symptoms of concern – which includes a temperature of 38C or higher – the local health staff will be aware of any ill travellers on the vessel. They have been asked to inform the Harbour Master and border agencies of any reports of ill travellers. They will then meet the vessel on arrival and undertake a health risk assessment of the ill traveller. If the person is suspected of having a notifiable infectious disease (including 2019-nCoV) then they will activate their ill traveller protocol.
Public health staff will:
- Meet any vessel reporting sick crew or pax and implement their ill traveller protocol: assess the health risk, if possible 2019-nCoV then ensure appropriate treatment for ill traveller, require close contacts to self-isolate until suspected case is cleared or 14 days if suspected case is confirmed
- Meet any vessel found to have crew or pax permitted to disembark in NZ and provide advice on self-isolation etc if information on crew or passenger travel history to mainland China has been provided in advance. If persons are identified through Customs clearance processes they should contact public health unit staff for advice. “

- Cruise vessels with passengers who have joined within 14 days of being in mainland China have asked for passengers to begin self-isolation while on board. • Passengers who have been in mainland China within the last 14 days will be managed as for airline passengers.
Other potential restrictions due to Coronavirus
- The master of any ship is required to notify the local Medical Officer of Health through the pratique process if they suspect any person on board has a notifiable infectious disease. Masters must notify if there are any passengers or crew on board with symptoms of concern. Once pratique has been granted, the master must still notify the local Medical Officer of Health if any passengers or crew have symptoms of concern (as this may indicate the person has a notifiable disease). If vessels arrive in New Zealand from mainland China, for a voyage over 14 days, no additional action is required.
Asia
South Korea
Restrictions on vessels whose previous port call was China
- All vessels sailed out from Chinese port or have called any Chinese port for the past 14 days requires onboard quarantine inspection. Free pratique will only be granted after passing the inspection.
Restrictions on crew changes etc for Chinese seafarers or those who embarked in China
- The following crew/passenger are restricted to enter Korea
a) All Chinese seafarers with passport issued in Hubei province is prohibited to enter Korea
b) All valid Korean visa issued in Hubei province has temporarily lost its effect until further notice.
c) All foreigners that have visited Hubei province in the past 14 days is prohibited to enter Korea.
d) All foreigners transit without visa to Jeju Island in Korea has temporarily lost its effect.
3. Other potential restrictions due to Coronavirus
- All crews ( Chinese, Filipino, Indian..) who intend to join/disembark to/from the vessel in Korea are allowed to enter Korea require a VISA. Transit passengers without a VISA for Chinese and foreigners from China will not be allowed.
- Hong Kong and Macau are now designated as countries affected by Coronavirus. Fever monitoring of all crew and crew members of vessels arriving from Hong Kong and Macau and a concentrated quarantine inspection for all crews and passengers will be conducted.
- Cruise vessels are not allowed to call at any port in Korea temporarily. However, if the cruise vessel needs bunkering and store supplies without disembarking from the vessel, she can call at anchorage only.
Taiwan
Restrictions on vessels whose previous port call was China
- If the vessel has called the ports in China within 14 days, the crew on board is not allowed to disembark, which means that crew is unable to sign off and repatriate via Taiwan. For on signers, if foreign on signer has traveled to China within 14 days before arrival Taiwan, they will be rejected entry to Taiwan
- Starting February 7, 2020, the Republic of China (Taiwan) will implement a temporary measure prohibiting foreign nationals who in the previous 14 days have visited or resided in the People’s Republic of China (PRC), including Hong Kong and Macao, from entering Taiwan

- Port authorities will stop issuing temporary stay permits or entry permits to Chinese crew members of incoming ships. All Chinese crew are not allowed to disembark or embark from all ports in Taiwan.
Other potential restrictions due to Coronavirus
- Starting from 0:00 am of February 10, 2020, travelers who transit through China, Hong Kong and Macau and are granted entry into Taiwan and will be required to be under home quarantine for 14 days.
- International cruise ships will be banned from calling at ports of Taiwan starting from February 6.

CPC Yung An LNG terminal has announced that commencing 18th Feb 2020 until further notice, crew change will not be allowed at the Terminal irrespective of the nationality and travel history of the on/off signing crew. Where applicable, the alternative is to carry out crew change at Kaohsiung Anchorage either before or after discharge operations at Yung An Terminal.
Hong Kong
Restrictions on vessels whose previous port call was China
- No special requirement for quarantine measurement but in case the crew on board the vessel has fever or any symptoms associated with Pneumonia, the ships master has to inform quarantine official via agent before vessel arrival.
Restrictions on crew changes etc for Chinese seafarers or those who embarked in China
- Requiring all people entering Hong Kong from the Mainland to be placed under mandatory quarantine for 14 days upon their arrival. Even if they are entering from other places, if they have visited the mainland over the past 14 days, compulsory quarantine will still be applicable upon their arrival.

- Suspend immigration services at Kai Tak Cruise Terminal and Ocean Terminal.
- Cruise service in Hong Kong is suspended till further Notice.
Vietnam
Restrictions on vessels whose previous port call was China Vessels which China as last port call within 14 days will be inspected at anchorage.
- Crew will not be allowed to go ashore. Vessels which China as last port call within 14 days, off-signer, visitors, inspectors will not be allowed to carry out!

- No VISA will be granted for China Passport holders.

- Has any crew detected high fever (over 37.5), both crew and vessel will be isolated at anchorage and quarantine area for 14 days.
- Crew’s flight transit via China airports will not be accepted.
Port of Quang Ninh, Cam Pha (North of Vietnam)
Restrictions on vessels whose previous port call was China
- Vessels with China as last port of call within last 14 days will be isolated at anchorage for 14 days.
- Vessels with Hong Kong and Taiwan as last port call will follow same procedure as China but might have some priority.

Port of Vung Tau
- Restrictions on vessels whose previous port call was China To the ships that arriving from an epidemic region in China (mainland China, Hong Kong) or on a voyage with an epidemic stop in China during the period of 14 days before coming to Vung Tau or from the countries where the diseases located:
- The Preventive Medicine Center will apply The Personal Medical Declaration for crew members and passengers on board (Ship owners/ Ship’s agents sends via National Single Window portal or email) to control the diseases.
- At the same time, timely capture and update the information of ships/crew members/passengers concerned and proactively notify the Vung Tau Maritime Port Authority, arrange an anchored ship in the “Quarantine Area” so the medical quarantine force may take necessary quarantine measures and supervise, guide concerned businesses, organisations, individuals implement diseases prevention requirements; Border Guard Executive Committee of Ba Ria – Vung Tau Province will not issue a permission to crew members or passengers to leave the ships (except in an emergency situation) until official further notice from Preventive Medicine Center of Ba Ria – Vung Tau Province.

Other potential restrictions due to Coronavirus
- To the ships that are coming from other countries and territories: the specialty management authority at the ports handles procedures on the National Single Window portal according to regulations. The Preventive Medicine Center of Ba Ria – Vung Tau Province actively reviews and quarantines cases of crew members, passengers suffering from fever or any signs of health issues related and carry out other necessary professional measures according to the actual situation development.
- In case the crew members, passengers on the ships are suspected of being infected with Coronavirus, The Preventive Medicine Center of Ba Ria – Vung Tau Province will take necessary quarantine and zoning measures as follow:
a) If the ships are anchored outside “Quarantine Area”: Notify and request Vung Tau Maritime Port Authority to appoint the ships to anchor in the “Quarantine Area” before applying necessary quarantine and zoning measures - b) If the ships are anchored inside “Quarantine Area” or at the ports: Carry out necessary quarantine and zoning measures, arrange facilities to receive patients and place patients in quarantine areas that have been arranged by health authorities at District hospitals or higher level.
- c) If the ships are on the way to Vung Tau seaports: The Preventive Medicine Center of Ba Ria – Vung Tau Province will chair, discuss with the speciality management authority at the ports to decide whether to allow the ships arrive or not and take necessary professional measures according to the regulations.
Singapore
Other potential restrictions due to Coronavirus
- Temperature Screening at Cruise and Ferry Terminals. Since 8 February 2020, 2359hrs, cruise and ferry terminal operators have implemented centralised outbound temperature screening for departing passengers. This is an additional precautionary measure by the terminal operators to ensure the health and safety of all passengers and crew.
- From 24 January 2020, 1200H, all vessels berthed at Jurong Port will be subjected to a health inspection for all crew members onboard before they will be allowed to land. Only vessels operating within Singapore port will be exempted.
- Jurong Port’s Workplace Safety and and Health officers will conduct temperature screenings for all crew members upon arrival of the vessels.
- Agents are required to provide a crew list to Jurong port’s berthing department. Masters of vessels will be required to provide assistance to the WSH officers in conducting temperature screenings of the crew.
India
Other potential restrictions due to Coronavirus
- Existing visas (including eVisa already issued) are no longer valid for any foreign national travelling from China.
- People have already been advised to refrain from travel to China through an earlier advisory. People traveling to China henceforth will be quarantined on return.
- Intending visitors may contact Embassy in Beijing ([email protected]) or the Consulates in Shanghai ([email protected]) and Guangzhou ([email protected]) to apply afresh for an Indian visa.
- All airlines are informed not to take on board any passenger from China, including Chinese or other foreign nationals who may be holding valid ETA/E-visa to board their aircraft for any destination in India.
- Foreigners who have been to China on or after Jan 15th are not allowed to enter India by air, land, or seaport, including Indo-Nepal, Indo-Bhutan, Indo-Bangladesh, or Indo-Myanmar land borders.
COCHIN SEAPORT
Restrictions on vessels whose previous port call was China
The master should:
- Fill in the self-reporting form for self and crews
- Take temperature charting from the day ship has left the affected country twice a day
- Declare the ship’s health report in Maritime Declaration of Health a day prior to the arrival in Cochin port
Other potential restrictions due to Coronavirus
- For ships from China, Hong Kong, Singapore, Thailand, Japan, South Korea or crew who have boarded from these countries in the past 14 days.
- The master should enclose:
- Crews and Passengers list with the date of joining and place of joining.
- Port of call list with arrival and departure dates for the last 30 days.
- Self-reporting form for self and all the crews and passengers.
- The temperature chart with measurements twice a day from the day ship has left the affected country.
- The health report in a maritime declaration of health for the past one month of all the crews and passengers to be submitted a day prior to the arrival in Cochin port.
- Medical log for the last month.
- The radio free pratique message for port entry, mailed in advance.
- Ship sanitation control exemption certificate.
- For ships which has touched the affected countries and who are arriving within 14 days of departure from the affected countries, shore pass or signoff for the crew would be denied except in case of exigencies
- Ships calling from China with Indian crew , which will be followed up for 28 days of their arrival in Indian ports.
- The Indian crew who disembarks in India will be followed up for 28 days by the state or district authorities to which the crew belongs.
- Agents should ensure that Chinese citizens or citizens from affected countries who board the ships are from China or affected countries. The Chinese citizens or citizens from affected countries not residing in China and have not visited China in the past 30 days can be granted shore excursion permission provided their exact residential address is given in advance by the shipping agent.
- Requests for garbage removal from ships from affected countries would be strictly declined by the agents in Cochin port.
- The sludge from the ship would not be discharged in Cochin port.
- Any incidents of crews falling sick during the stay of vessel in Cochin port needs to be intimated to PHO immediately through shipping agents for hospitalization.
JNPT

- For all crew/travelers who have visited China during the last 14 days and are having more than one of the following symptoms: Fever, cough, and shortness of breath, should report to the port health officer
- Any China, Hong Kong nationality crew joining will not be allowed /permitted till situation under control( if any situation demand, necessary permission will be obtain/taken from Immigration office)
Other potential restrictions due to Coronavirus
- All shipping agents and captains of incoming vessels are requested to submit Master’s Declaration well in advance stating that “No one from the crew is suffering from fever, cough, cold, and difficulty in breathing for all vessels on international voyage. Any crew having above mentioned symptoms should be put on a mask and isolated on board in his respective cabin and report port health organisation for further necessary action.
KRISHNAPATNAM SEAPORT
Restrictions on vessels whose previous port call was China
- All ships coming from Wuhan/Any ports in China, or with crew, who have embarked, having a travel history to Wuhan/other affected areas within the past 14 days, should be informed and made aware about the Novel Corona Virus illness by email by the respective shipping agents well before arrival to Krishnapatnam Seaport.
Restrictions on crew changes etc for Chinese seafarers or those who embarked in China
- Maritime Declaration of Health should be accompanied by an undertaking that no crew members have a travel history to Wuhan city/other affected areas within the past 14 days and are not suffering from any symptoms suggestive of Novel Corona virus illness.
CHENNAI
Restrictions on vessels whose previous port call was China
- All ships to be screened before arrival by email on the newly embarked crew members of all nationalities from Chinese ports, or any Chinese nationals joining the ship from any ports in the world or all crew of ships calling the ports in disease occurring countries within 14 days
- All ship calling from Chinese ports are to give temperature report by email for 2 days before arrival or as instructed by email by PHO. The temperature to be measured by ship designated medical officer with non touch thermometers in small batches only. If the mercury thermometer is used, to mention temperature taken in Axilla or Oral in your report. Necessary measures to be taken to sanitise mercury thermometers between measurements
- All newly joined crew to be monitored on board for 14 days If they develop any signs or symptoms of 2019 n-CoV virus they are to be isolated on board and contact the RMA or nearest port health authority
- Shore leaving passes should not be given to persons in the ships/cruises which are coming from China and also the persons in the ships/cruises which visited China before calling on Indian ports.
Other potential restrictions due to Coronavirus
- Ship must have stocks of 3 layered surgical masks 30 per crew, hand wash liquid or handsoap 5 per crew, hand drying paper roll for all common wash basins and toilets, n95 face masks 50 pieces, 10 PPE kit for infectious diseases, bio hazard bags 25 pieces for safe disposal of masks, PPE kits
- The attached documents to be given by email: – IHR-2005 2019 n-CoV form. This has the declaration by the master on any crew who has visited the infected areas in the last 14 days – Maritime Declaration of Health with attached schedule showing the diseases details of the persons on board if any – Port of call list with departure dates – The crew list must be given with port and date of joining – Medical log copy for the last 1 month Any shore medical visit or radio medical advice or any medical evacuation or sign off done in last 1 month.
KANDLA
- All ships calling from Chinese ports are to give temperature report by email for 2 days before arrival or as instructed by email by PHO Kandla
- All newly joined crew are to be monitored on board for 14 days
- If they develop any signs or symptoms of 2019 n-CoV virus they are to be isolated on board and contact RMA or nearest port health authority.
- The ship must have stocks of 3 layered surgical masks 30 per crew, handwash liquid or hand soap 5 per crew, hand drying paper roll for all common wash basins and toilets, 10 PPE kit for infectious diseases, bio hazard bags 25 pieces for safe disposal of masks, PPE kits.
Other potential restrictions due to Coronavirus
- The pre-arrival screening of the vessels at all minor ports of Gujarat will be followed up by email and assessed on their health status for berthing clearance or any special instructions for screening will be given for the ships by PHO Kandla. The local health authority will coordinate with PHO Kandla on instructions.
MORMUGAO PORT
- All ships which is touching Wuhan Port or any port in China and has crew or passengers who has embarked from Wuhan City or has visited Wuhan city or affected regions should be made aware about the Novel Corona Virus by email by the respective shipping agents
- Pilot will board the vessel with PPE’s, on all vessels originating from China or Southeast Asia and also report, if any symptomatic patient is reported on the board
- For vessels coming from China with non-Chinese crew, such crew to be screened for symptoms and shore permit to be issued to crew members, who does not have any symptoms of sickness

- Details of Chinese crews/passengers and of other nationalities along with their embarkation date and place must be made available in the maritime declaration of health in the column just below list Port of Call (upon request of the competent authority at the Port of arrival list crew members/passengers or other persons of Chinese and other nationalities who have joined ship/vessel from China and Hong Kong within the last 14 days including all ports and countries visited during this period)
- For a vessel coming from China, with Chinese crew, no shore permits shall be issued to the crew.
- Details of Chinese crews/passengers and of other nationalities along with their embarkation date and place must be made available in the maritime declaration of health in the column just below list port of call

- No visitors will be allowed on cruise vessels calling on Mormugao Port with effect from 06.02.2020
- A certificate from the Ships Masters or doctor to the effect that none of the crews and passengers have visited the affected countries and are not suffering from Novel Corona Virus disease
- Cruise vessels: – Shipping agent/master of vessels to submit all documents related to crew and passengers regarding their travel to/from the affected country (China) and other South-east Asian countries – For the passengers who have visited China in the last one (1) month, shore excursions will not be allowed
- Cargo vessels: – Vessel agent/Master of Foreign vessels coming from countries affected by the 2019-CoV of China shall inform Harbour Master (HM)/Port Health officer (PHO) through e-mail about crews suspected case of Corona Virus infection with details like Name, Nationality, Age, Sex, Symptoms, History of previous advice. – If no sick person is reported by the vessel agent/Master of Vessel, Harbour Master (HM) shall allow Pratique to the vessel. Shipping Agent/Master of vessel shall also submit a declaration to the Port Authority and PHO regarding the suspected sickness, if any, of the crew or passenger. – PHO will scrutinise the list and will board the vessel before other agencies, if suspected sickness is declared by shipping agent or master of vessel – If suspected sickness is reported, such passengers shall not be allowed to land on the shore and CMO, MPT/PHO, MRH shall be informed – For crew members, who have visited China in the last one month, no shore excursions will be allowed.
NON-MAJOR PORTS OF MAHARASHTRA
- All ships calling from Chinese ports are to give temperature report by email for 2 days before arrival or as instructed by District Health Authorities
- For all vessels coming from China, no shore permit shall be issued to the crew.
- All newly joined crew are to be monitored on board for 14 days
- If they develop any signs and symptoms of 2019 – nCoV virus they are to be isolated on board and contact the nearest District Health Authority

- Cruise vessels: – Shipping agent/master of vessels to submit all documents related to crew and passengers regarding their travel to/from the affected country (China) and other South-east Asian countries – For the passengers who have visited China in the last one (1) month, shore excursions will not be allowed
- Cargo vessels: – Vessel agent/Master of Foreign vessels coming from countries affected by the 2019-CoV of China shall inform Regional Port Officer (RPO)/Port Operator through e-mail about crews suspected case of Corona Virus infection with details like Name, Nationality, Age, Sex, Symptoms, History of previous advice. – If no sick person is reported by the vessel agent/Master of Vessel, Regional Port Officer (RPO)/Port Operator shall allow Pratique to the vessel. Shipping Agent/Master of vessel shall also submit a declaration to the Port Authority and PHO regarding the suspected sickness, if any, of the crew or passenger. District Health Authorities will scrutinise the list and will board the vessel before other agencies, if suspected sickness is declared by shipping agent or master of vessel – If suspected sickness is reported, such passengers shall not be allowed to land on the shore and Regional Port Officer, District Health Authority shall be informed – Pilot will board the vessel with PPEs, on all vessels originating from China or South-East Asia and if any symptomatic patient is reported on board. – For crew members, who have visited China in the last one month, no shore excursions will be allowed.
VIZAG
- All ships arriving from Wuhan/any other port in China, or with crew, who have embarked, having a travel history to Wuhan /other affected areas within the past 14 days, should be informed and made aware about the Novel Corona Virus illness by email by the respective shipping agents well before arrival to Visakhapatnam Seaport.
- Maritime Declaration of Health should be accompanied by an undertaking that no crew member/passenger have a travel history to Wuhan city/other affected areas within the past 14 days and are not suffering from any symptoms suggestive of Novel Corona Virus illness.
Yemen
Hodeidah Port
- Shipping agents should give the health reservation office at the port a prior notice of the ship’s arrival time and the name of the last port in which it was at the time of the port’s departure, at least 24 hours before the ship arrives
- Circular to all owners and tenants of ships arriving in the port of Hodeidah by sending a statement of the body temperatures list at least 24 hours before the ship arrives
- The quarantine office should be notified of a list of the sailors joining the ship and from which port the ship was boarded a month ago before connecting it to the port.
- Preventing any person from boarding the ship, supplying or taking samples before contacting the quarantine office in the port and working on taking the necessary health measures for that.
- In the event that there is any patient (with a non-epidemic disease) on the ship, the quarantine employee is informed of this by letter and attach a copy of the final report to know the hospital that assisted in and the diagnosis and treatments he took.
- The quarantine office must be notified at the port in the event of arrival, departure or exchange of sailors.
UAE
Oman – Port of Duqm
- All ships calling Port of Duqm are requested through their agent in addition to the standard vessel registration and notification, to submit the IMO Declaration of Health together with the questionnaire in annex of this document.
- These documents should be signed by the master of the vessel and send by email to [email protected].
- All ships with sick persons on board will not be allowed to enter the port and must go at anchor. The respective sick crew member will be screened by the medical team of Port of Duqm.
Europe
Cyprus – Limassol
- Every vessel before arrival at Limassol anchorage must inform authorities if anyone from the crew/pax visited China or had contact with anyone from China.
- The Master must interview all crew members/persons on board and find out if anyone arrived from China or had contact with anyone from China. In such a case, the Master must complete and sign/ stamp the traveller’s questionnaire and send it to the agent in order to enter it in the PCS system.
- The medical authorities will then give instructions how to handle this case.

Due to the 2019-nCoV epidemic, all crew of vessels that have sailed out from Chinese ports or have called any Chinese ports for the last 14 days require a quarantine inspection on arrival before inward clearance commencement. There is no 14 days quarantine imposed on vessels at this moment.
Bulgaria
- It’s a mandatory requirement to provide information for any crew boarding the vessel from international waters for the past 14 days prior to vessel arrival. The required information is the crew name, date, and port of boarding, etc., which is part of the health declaration.
- The agent must monitor the local electronic clearance system for comments published and in case the vessel is not approved by the health inspectorate due to potential threat etc., the representative(s) of heath and border police authorities will board the vessel first for health inspection. They should wear protective equipment and perform thermo-scanning of the crew by a contact-free thermometer to avoid any clearance delays
- For crew arriving via domestic airports, there are thermo-cameras installed which do the necessary screening.

Port Hedland
- BHP Terminal have asked that attach BHP Crew Health Form to be submitted 14 days after departure from Mainland China.
- BHP Terminal have updated the Pilot Pre Arrival Form Ver 10, to be completed and submitted to BHP 1 day before vessel arrival Anchorage. If anyone gets sick after PAR has been done, Master is required to revise and resubmit his Pratique. This is as per Bio Security requirements.
- The information provided when submitting pre-arrival paperwork should include the following:
a. Has your vessel transited mainland China on or after 01st February 2020?
b. Have any persons on board your vessel left or transited through mainland China on or after 01st February 2020?
c. Have any persons on board your vessel become ill or shown signs of illness in the past 14 days?
Darwin
- Darwin Port Harbour Control Officers (HCO) shall require all foreign trading ships scheduled to arrive at Darwin port to provide the following information (prior to embarking a Pilot) until further notice;
1) Report if any Crew Member has visited the Hubei Province in China past 14 days;
2) Report if any Crew Member is showing any of the Novel Coronavirus symptoms that include fever, flu-like symptoms cough, sore throat, headache or difficulty breathing. - If answers to both of the above questions are NO, the HCO shall then inform all parties including; Marine Pilots, Pilot Boat Crew and the ships Agent of the clear declaration.
- If the answer is YES to either question, the HCO shall immediately inform the GMO or DOM for direction on appropriate action. The GMO/DOM will make the appropriate notifications to the Territory and Federal agencies for further advice. Any such ships will either be directed back to sea or proceed to anchor until assessed and cleared by appropriate government qualified personnel.
Queensland (Brisbane, Bundaberg, Gladstone, Hay Point, Mackay, Abbot Point, Townsville, Lucinda, Mourilyan, Cairns, Cape Flattery, Weipa)
- The ship must not enter a Queensland pilotage area until 14 days have elapsed since the ship’s departure from mainland China.
- For all vessels are required to report to the Port VTS and REEF VTS for entering Queensland ports and taking on Reef Pilot Information to be provide to VTS
1) Report whether the vessel has departed mainland China since 1 Feb 2020.
2) Report if any Crew Member or passenger has visited Mainland China since 1 Feb 2020.
3) Report if any Crew Member or Passenger has visited Hubei Provence, China in the past 14 Days.
4) Report if any Crew Member or passenger is showing any of the Novel Coronavirus symptoms that include fever, flu-like symptoms cough, sore throat, headache or difficulty breathing. - The ship must not enter a Queensland pilotage area until 14 days have elapsed since the ship’s departure from mainland China.
- For all vessels are required to report to the Port VTS and REEF VTS for entering Queensland ports and taking on Reef Pilot Information to be provide to VTS:
1) Report if any Crew Member or passenger has visited Hubei Province, China within the past 14 days.
2) Report if any Crew Member of passenger has visited China since 1 February 2020
3) Report if any Crew Member or passenger is showing any of the Novel Coronavirus symptoms.
New South Wales and Tasmania
- Port Authority will delay pilotage services to ships that have transited directly from China, which have been at sea for less than the 14-day quarantine period.
- Masters of all ships due to arrive at our ports are required to declare their last 5 ports of call and confirm that they have no crew members showing symptoms of the novel coronavirus on-board.
- Where novel coronavirus is evident, our employees will not be required to board the vessel.
- All ships departing China must have passed a 14 day period before they can berth at a Tasmanian Port. 24hours prior to the scheduled arrival time, Shipping Agents will be requested to provide info to TasPorts VTS:
a. All crew of vessels originating from China or any vessels where crew have come from or transited through China will be required to remain onboard the vessel when in port. Where a crew member is required to get off the ship as part of their duties they need to wear protective gear and limit their contact with port staff. At minimum protective gear should include a P2 mask, glasses and gloves.
Africa
Kenya – Mombasa
- All vessels arriving from China must fill the Maritime Declaration of health form stating the health status of the crew.
- All vessels should send in advance the crew list and voyage memo for the purpose of getting details of the crew and movement of the vessel for the last 14 days respectively and a valid ship control/exemption certificate.
- Any vessel with a crew showing signs and symptoms including Respiratory symptoms, Fever, Cough, Short of breath (difficult breathing) should be reported in advance by the master of the vessel so as to make prior arrangement to board the vessel for screening at high seas before the vessel is allowed into the port.
Namibia – Port of Walvis and Port of Luderitz
- Captain of vessel to confirm in writing stowaway sweep was done when departing last port Stowaway search may be requested to be done alongside at vessels cost using stowaway sweeper companies whose members have undergone training and/or awareness on Corona Virus disease.
- All masters of vessels must report stowaways on his vessel if calling from affected area – vessel to remain at anchor until stowaways are examined and cleared by port health or otherwise advised.
- All galley waste of vessels from affected areas is to be incinerated and should not be accepted ashore.
- If possible contaminated vessels should be allocated an isolated berth away from other vessels.
Sudan
- As per new regulations from port health department, any vessel arriving from any Chinese port, must be inspected by port health team upon arrival @ outer anchorage via port tug , for health green light to berth.

- Any person arriving in Seychelles by sea (except returning Seychellois nationals and residents) will not be allowed to disembark if he/she has been to China, including the SAR in the last 14 days.
- All returning residents who have been to China, including the SAR of China and any other countries where there has been significant local transmission will be put under obligatory quarantine at the Military Academy in Perseverance for 14 days upon arrival.
Africa
Cameroon
- Ships from countries at risk must wait at the base of buoy for minimum of 14 days before being allowed to proceed into the channel;
- The boarding of said vessels at the end of 14 days will be done at the base buoy by the port health service, whose favourable opinion is compulsory before scheduling their entry to the port.
- The port health service is the first administration to board ships as they berth at the port; other administrations and services must wait for the issue of “”Free Pratique”” before boarding;
- Deliveries on board vessels at anchor at the base buoy are prohibited till further notice;
- Crew changes must be done under the supervision of the Port Health Service.
Algeria
- Coast guard issued an instruction that all vessel must be inspected first by sanitary authorities at port & we send the Maritime health declaration before vessel berthing as this shall be received from master with prearrival docs.
North America
Canada
- To reduce and/or eliminate the risk or spreading illness, we ask that the vessel Master or agent reports to APA Dispatch the potential hazard of a symptomatic crew member(s) or passenger(s) at the time of Ordering a Pilot for an arrival or departure. By reporting, this as a potential hazard in a timely manner, our Pilots and pilot boat crew can ensure the appropriate precautions are taken.
- Until Health Canada declares this matter to no longer be an imminent concern, this protocol will remain in place and we ask our stakeholders for your cooperation to ensure the health and safety of our personnel and the greater community. A notice will be posted when the temporary protocol is no longer required.
- To reduce and/or eliminate the risk or spreading illness, we ask that the vessel Master or agent reports to APA Dispatch the potential hazard of a symptomatic crew member(s) or passenger(s) at the time of Ordering a Pilot for an arrival or departure. By reporting, this as a potential hazard in a timely manner, our Pilots and pilot boat crew can ensure the appropriate precautions are taken.
- Foreign flagged ships are to pay particular attention to ensuring that all required components of the 96 and 24 Hour Pre-arrival inspection report are completed in accordance with section 221 of the Marine Transportation Security Regulations (MTSR).
- Vessel masters with crew members and passengers symptomatic of the Coronavirus are to advise Transport Canada Marine Safety and Security following transmission of the 96 hour PAIR and Transport Canada Marine Security Inspectors will advise Public Health Agency of Canada (PHAC) officials who will follow up directly with the vessel.
USA
- Passenger vessels or any vessel carrying passengers that have been to China (excluding Hong Kong and Macau) or embarked passengers who have been in China (excluding Hong Kong and Macau) within the last 14 days will be denied entry into the United States. If all passengers exceed 14 days since being in China (excluding Hong Kong and Macau) and are symptom free, the vessel will be permitted to enter the United States to conduct normal operations.
- Non-passenger commercial vessels that have been to China (excluding Hong Kong and Macau) or embarked crew members who have been in China (excluding Hong Kong and Macau) within the last 14 days, with no sick crew members, will be permitted to enter the U.S. and conduct normal operations, with restrictions. Crew members on these vessels will be required under COTP authority to remain aboard the vessel except to conduct specific activities directly related to vessel cargo or provisioning operations.
- The Coast Guard considers it a hazardous condition under 33 CFR 160.216 if a crewmember who was in China (excluding Hong Kong and Macau) within the past 14 days is brought onboard the vessel during transit. This requires immediate notification to the nearest Coast Guard Captain of the Port.
- Per 42 CFR 71.21, vessels destined for a U.S. port are required to report to the CDC any sick or deceased crew/passengers during the 15 days prior to arrival at a U.S. port.
South America
Panama
- It is imperative that vessels arriving at Panama Canal waters, for port calls or transit, after having called at ports located in any of these countries (China, Thailand, Japan, South Korea, Taiwan, Malaysia, Germany, Macau, Hong Kong, Singapore, Saudi Arabia, Vietnam, United States of America, France, and Australia.), or any other country with confirmed cases of the virus, and having identified any suspected case on board demonstrating any of the above-mentioned symptoms, report this condition through the Panama Maritime Single Window (VUMPA), within 30 days prior to their arrival.
Colombia
- Precautions will be taken for vessels calling direct from China pending on master reports.
- Colombian port authorities do require to report all crew changes in advance, If they are Chinese, they must have the crew carry a medical report (resent) with them and preferably in English. State health dept. will be informed by agents to all internationals airports and seafarer will be observed during their transfer.
- All crew while at port, must wear mask, gloves inside forecastle and on deck.
Brazil
- For vessels that called China within last 30 days, Medical Logbook is being required before issuing Radio Free Pratique. Further to that, MDH – Maritime Health Declaration – must be marked with “”YES”” in the item: Has ship/vessel visited an affected area identified by the World Health Organization?
- In case of suspicion of 2019-nCoV on the vessel, “Radio Free Pratique” will not be granted, the issuance of Free Practice will happen after health inspection carried out on board (Specific berth/place of inspection will be determined by health authorities). No crew members will be allowed to leave the vessel, as well as no port workers will be able to access the ship until the results of the tests are obtained. In symptoms confirmed, contingency plan will be activated, and crew member possibly removed to a hospital designed by Port Health.
- All port workers accessing vessels must use PPE (mask/gloves/etc), which cannot be re-used.
- As China is not signatory of ILO 185 and 108, a large quantity of ports in Brazil does not accept any sign on or off – It basically depends on local authority discretion. Even local port authority allowing the crew change or transit crew, this remain subject to clearance from the health authorities at the airport as well. Please find below recommendation from ANVISA for all travelers coming to Brazil: “If you feel sick and present fever, cough, or difficulty of breathing, and have traveled to China in the last 14 days, you should seek medical care and tell health professionals about your recent travel and your symptoms. If you feel sick with fever, cough, or difficulty of breathing, adopt the following measures to avoid the spread of diseases: Wash your hands often with soap and water for at least 20 seconds. Use an alcohol-based hand sanitizer if soap and water are not available. Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing or sneezing, avoid being in crowded or closed places. Do not share personal belongings such as cutlery, plates, glasses or bottles. Seek medical care if you had any symptoms and tell about your trip.”
Uruguay
- To ships that have been in China ports, it’s important that it be specified when it was in China for the last time and request medical report of crew members on board.

- No restrictions, however Argentinian Sanitary authorities announced that whenever a vessel comes from China or even if the vessel has called China during last call, then sanitary authorities request previous 48 hrs of medical logbook report, as well as last temperature report of each crew member 24 hours prior to vessel arrival at loading /discharging port.
- In order to grant vessel free pratique, vessels coming from China or even called China during previous calls must submit previous 48 hrs of medical logbook report, as well as last temperature report of each crew member 24 hours prior to vessel arrival at loading /discharging port.
Europe
Norway
Master shall notify relevant authorities of cases of illness indicative of an infectious disease or evidence of a public health risk on board.
UK
- Currently no restriction on Chinese vessels entering ports, however the local Port Health Authority must receive crew list, crew change information and a Maritime Declaration of Health in advance of arrival.
- Cornwall Port: Restrictions on vessels whose previous port call was China; All vessels submit an MDH to regulatory authorities so clearly this will be under more scrutiny in terms of health on board vessel, equally declarations of previous ports of call will all be considered; Tees VTS are asking that the Health poster be sent to arriving vessels.
France
- Check the 10 last ports is ISPS sent by Masters with prearrival documents.
- If vessels called China, then they request the attached Health Declaration which we systematically ask to Masters as part of the prearrival procedure
- If there is a case of crew with fever, then Harbour Master is contacting specialized medical Center who will instruct isolation measures to be taken.
- If there is no case declared by Master, then vessel can berth normally ( the voyage duration from China being higher than 14days -the virus incubation time)
Spain
- In this sense, in the event that it is known that there is a person in a ship from the affected area who has a clinic that might suspect the disease, the External Health Service should be contacted to assess the situation and apply the corresponding measures in each case.
- Maritime health declaration to be issued by master upon arrival and to be uploaded by Port web application who will inform Sanitary authority.
Italy
- All vessels calling at Italian ports irrespective of the previous port of call must apply to Port Sanitary Office and ask for Sanitary Freepratique. The said request for Sanitary Freepratique must include: Maritime declaration of health; copy of SSECC; passenger list and crew list; list of the port of calls during the previous 14 days. Request for Sanitary Freepratique must be sent to Port Sanitary office not before 6 hrs prior arrival in the port. Master will have to advise about any change of sanitary situation on board after release of sanitary freepratique, and also during the port stay and until the vessel will leave the port. After receipt of the mentioned document Port Sanitary Office will advise whether additional documents will be necessary. If necessary Harbor Master will grant the necessary support. After the evaluation of the request for Sanitary Freepratique, on the base of the vessel’s characteristics/details, total number of persons on board, passenger and crew embarked and disembarked, previous ports of call, and any other aspects might reflect the risk for the health of the public health, Port Sanitary office will evaluate whether to grant the Sanitary Freepratique by radio or upon vessel’s boarding. From the said rules are excluded the port services craft, only in case during the navigation the craft has not embarked anybody or attended any search&rescue operation.
Greece
- In case that a crew member shows symptoms of pneumonia or any kind of respiratory infection, it should be mentioned to “Maritime declaration of health”and then after to be reported to local Hygiene authorities at least 48 hrs prior vessel’s arrival.
Cyprus

Asia
Turkey
- Restrictions on vessels whose previous port call was China.
- Turkish Sanitary authority just made an announcement that all vsls who comes from a Chinese port on their last 10 port of call should add a line into crew list and obliged to declare the temperature of the crew on board and declare any disease on board on their Maritime Health declaration. If the vsls called a Chinese port, the sanitary officer will board the vsl in free pratique and check the temperature of the crew and other authorities can board the vsl after having Free pratique. That may slightly delay the vsls on berthing ops.
- If the found any risk on board the free pratique will not be performed and vsl will be quarantine. There are regional dedicated hospitals to check the corona virus symptoms and perform treatment that risked found patients can only be transferred them with high precautions.
Sri Lanka
- If the vessel has called a Chinese port within 14 days of arrival to take on any services from the ports of Sri Lanka more documentation has to be produced including:
- Last 10 port call list
- maritime health declaration form completed for disembarking/embarking crew
- Masters declaration of vessel status letter & Health status report
- Chinese port details/Stayed days/and confirmation if crew made any connection with shore

India
- All vessels calling from China are subject to compulsorily PHO boarding and clearance prior berthing in Indian Ports.
- Master has to record and report the temperatures of the seamen on a regular basis which needs to be informed to authorities.
- Existing visas (including eVisa already issued) are no longer valid for any foreign national travelling from China.
- People have already been advised to refrain from travel to China through an earlier advisory. People traveling to China henceforth will be quarantined on return.
Thailand
- Signed on crew will be thermo-scanned at the airport and may be quarantined if they have a fever.
Malaysia
- If the ship is from China or there is a suspected case, ship will be given quarantine status and to be anchored at the wharf.
- Medical Officer / AEHO will go on board and verify the health status of passengers or crew from China from the Captain / Medical Officer on board. The team must also request for report of measures taken onboard, maritime declaration of health and other relevant documents.
- Temperature screening of passengers and crew who disembark is carried out by the Medical Team. Passengers and crew with PUI of 2019 – nCoV Infection will be referred to the nearest health facility for management and investigations.
- Free Pratique and Port Health Clearance will be issued to the Captain or Shipping Agent if the ship has good sanitary condition and as Ship Sanitation Control Certificate (SSCC) and Ship Sanitation Control Exemption Certificate (SSCEC) still valid.
- Order of Ship Sanitation (OSS) will be issued to the Captain or Shipping Agent should there be unsatisfactory sanitary condition. Reinspection will be done by AEHO and Free Pratique and Port Health Clearance will be issued to the Captain or Shipping Agent if the Order of Ship Sanitation is complied.
- If there any Chinese crew on board vessel, then Screening Procedure must be performed for all crew.
Singapore
- The National Environment Agency’s (NEA) Port Health requires all arriving vessels with crew and passengers that have called at ports in mainland China in the past 14 days to submit the Maritime Declaration of Health Form.
- All new visitors with recent travel history to China within the last 14 days will not be allowed entry into Singapore, or to transit through Singapore.
- The immigration and Checkpoints Authority (ICA) will suspend the issuance of all forms of new visas to those with PRC passports. We will also suspend Singapore’s status as a visa-free facility for those with PRC passports.
- Previously issued short-term and multiple-visit areas for those with PRC passports will also be suspended. During this period of suspension, they will not be allowed entry into Singapore.
Indonesia
- Immigration will reject all applications for VOA, Visiting visa and Joinship visa and VOA for All of the People’s Republic of China citizen. Immigration will reject all applications for VOA, Visiting visa and Joinship visa to Foreigners who have lived and / or visited the territory of the People’s Republic of China within 14 (fourteen) days before the application is submitted.
- Foreigners are not permitted to enter the Indonesian Territory if they have lived and / or visited the territory of the People’s Republic of China within 14 (fourteen) days before entering the Indonesian Territory by checking the last departure date of the People’s Republic of China.
Philippines
- Shore pass/ Family visitation is temporary not allowed for those vessels which came from China/affected countries (those below 14 days from their departure to an affected port) in all ports as reflected in their port of call and to limit unnecessary contact with port operators.
- All cruise ships with passengers, regardless of nationality, who, within 14 days immediately preceding arrival in the Philippines, has been to China and its SARs are not allowed to dock at any Philippine Port.
- Temporarily banning the entry of any person, regardless of nationality, except Filipino citizens and holders of Permanent Resident Visa issued by the Philippine government, directly coming from China and its Special administrative regions.
- Temporarily banning the entry of any person, regardless of nationality, except Filipino citizens and holders of Permanent Resident Visa issued by the Philippine government, who within 14 days immediately preceding arrival in the Philippines, has been to China and its Special Administrative Regions.
- Temporary ban on Filippinos from travel to China and its Special Administrative Regions.
- No shore passes and disembarkation clearance shall be granted to any crew or passenger onboard a vessel, regardless of nationality, who within 14 days immediately preceding arrival in the Philippines has been to China and its SARs.
Hong Kong
- In case the crew on board the vessel has got fever or any symptoms associated with Pneumonia, the ships master has to inform quarantine official via agent before vessel arrival.
- Requiring all people entering Hong Kong from the Mainland to be placed under mandatory quarantine for 14 days.
- Cannot arrange Chinese crew change at Hong Kong. Chinese technician, superintendent, surveyor etc could not attend vessel at Hong Kong. Any person who will join ship at Hong Kong from China will not be allowed.
South Korea
All vessels sailed out from Chinese port or have called any Chinese port for the past 14 days requires onboard quarantine inspection. Free pratique will only be granted after passing the inspection.
The following crew/passenger are restricted to enter Korea:
- All Chinese seafarers with passport issued in Hubei province is prohibited to enter Korea.
- All valid Korean visa issued in Hubei province has temporarily lost its effect until further notice.
- All foreigners that have visited Hubei province in the past 14 days is prohibited to enter Korea.
- All foreigners transit without visa to Jeju Island in Korea has temporarily lost its effect.
Japan
From 1st February 2020, the following people are not permitted to enter Japan for the time being unless there are exceptional circumstances:
- Foreigners who have travelled to Hubei Province in the People’s Republic of China within 14 days before arriving Japan.
- Foreigners who have Chinese passports issued by Hubei Province in the People’s Republic of China.
Australia
For Commercial Vessels that departed mainland China prior to 1 February 2020:
- Standard Biosecurity requirements and restrictions will apply. You must still identify any ill traveller or member of the crew as part of your pre-arrival report For Commercial Vessels that departed mainland China on or after 1 February 2020 and arrive within 14 days of last port being in mainland China
- All crew will be restricted on-board while the vessel is berthed in Australia.
- Crew are only able to disembark to conduct essential vessel functions and crew must wear personal protective equipment while performing these functions.
- The restrictions above apply until 14 days has elapsed since the vessel or any person on board left mainland China.
For Commercial Vessels with crew joining from mainland China:
- Where a commercial vessel has crew joining the vessel and that crew have travelled to or transited through mainland China on or since 1 February 2020, all crew are to remain on board the vessel.
- Crew are only able to disembark to conduct essential vessel functions and crew must wear personal protective equipment while performing these functions.
- The restrictions above apply until 14 days has elapsed since the vessel or any person on board left mainland China.
New Zealand
- Cruise vessels with passengers who have joined within 14 days of being in mainland China asked for passengers to begin self-isolation while on board.
- Passengers from mainland China within 14 days will be managed as for airline passengers. Implementing additional border measures to deny entry into New Zealand to people who have left or transited through mainland China from 2 February 2020, with the exception of: New Zealand citizens (including those from the three Countries of the Realm: Tokelau, Niue and the Cook Islands), permanent residents and their immediate family.
