Circular to all Clubs 12-2011
The Brazil P&I Club issues circular regarding Port Health Control and referring to all clubs as follows:
PORT WITHOUT PAPER
It seems that finally, this project will take off. The President signed the edicts on 14th and 22nd June concerning the ports of Santos and Rio de Janeiro respectively. These state that as from the 1st of August, in Santos, and from the 15th of August, in Rio de Janeiro, the requests for authorisation to berth, operate and unberth will be made by Owners or their agents to SISTEMA, the name given to the Concentrator of Port Information of the Project Port without Paper (Porto Sem Papel).
The next port to follow is the port of Vitoria, in the state of Espirito Santo on the 1st September. The information collected will be available, automatically, to all the organs concerned with vessels arriving in port, viz. Customs, Port Authority, Immigration, Coastguard and any other relevant authority.
REMOVAL OF RESIDUES AT THE PORT OF PARANAGUÁ
The Customs, in the port of Paranaguá, published an ordinance stating that solid and liquid residues can be removed from vessels only by land and by companies duly certified and authorised for such operation.
PORT OF ITAPOÁ
The new port of Itapoá, on the north side of the entrance channel to the port of São Francisco do Sul, State of Santa Catarina, started operating last month. The Hamburg- Sud/Aliança vessel CAP SAN LORENZO discharged 300 teus at the new terminal which is still not operating at full capacity. The problem is, that the new road connecting the terminal directly to the hinterland is not ready and the trucks are obliged to pass through the town of Itapoá but the environmental agency, IBAMA, has restricted the number of trucks to 36 per day. The new highway should be ready by the end of this
year.
TRANSPETRO
On the 30th June Transpetro launched their 4th vessel, at the Maua yard in Rio de Janeiro. The vessel is a product carrier named ROMULO ALMEIDA (a politician and economist who helped create PETROBRAS) joins the other product carriers CELSO.
FURTADO and SERGIO BUARQUE DE HOLANDA, also built at Maua and the Suezmax JOÃO CANDIDO built at the EAS yard in Sauipe.
Sergio Machado, President of Transpetro, said The launching of the ROMULO ALMEIDA is another proof of the vitality of PROMEF (Programme of Modernisation and Expansion of the Transpetro fleet) that makes the Brazilian Naval Industry today, after a crisis of decades, the fourth largest order book in the world, for tanker vessels.
TERMINAL CHARGES
Brazilian courts are beginning to establish jurisprudence over obligatory warehousing charges on import cargoes. Last week the Federal Court of Justice last decided that the Tecon Rio Grande, could no longer charge for warehousing of cargo passing through its premises. Since the privatisation of ports in the mid‐90s, these charges have been acornerstone in the income of terminals enjoying a port concession.
