Updated information by the Skuld P&I Club
The Skuld P&I Club has notified operators to be aware of the situation in Libya which remains volatile and unpredictable and has advised tankers calling at Libyan ports to proceed with all due caution and to ensure that any planned voyage does not take the vessel into any area or engage in any activity that would expose her to the risk of being confronted with force or being accused of breaking Libyan laws and regulations. Now, the Club has issued updated advisory including ports that are apparently within the jurisdiction of the official Libyan Government:
- Zawia
- Mellita
- Brega
- Bouri
- Farwa
Ports which may be in control or affected by non-government groups include:
- Ras Lanuf
- Essider
- Zuetins (Zueitina)
- Harega (Marsa el Hariga)
The Skuld draws the attention to its warning that prior to fixing for or heading to any port in Libya, careful due diligence must be carried out to ascertain that it is in fact safe to go there.
This should be an on going risk assessment, and ultimately the Master must remain in unfettered control and have the final say as to whether he considers it is safe.
