Taiwan: Crew changes resume

The regulations are as follows:

• Normal exchange of crew members has been opened. Others (inspectors, superintendents, etc) must apply for boarding permission from the port authority before boarding the vessel. Applicable at Kaohsiung, An Ping, Mai-Liao, Taichung, Taipei, Keelung, Hua-Lien.
• At CPC Yung An LNG Terminal, the exchange and embarkation/disembarkation of crew members has resumed, but other personnel (inspectors, superintendents, etc) are still prohibited from boarding.
• At Taichung CPC LNG Terminal, crew change (embarkation/disembarkation) is permitted since 17 October. Others who need to board the vessel (inspectors, superintendents, etc) must apply to the Taichung Port Authority for entry and boarding permission.

When embarking/disembarking, crew must provide a rapid test negative result from within 48 hours before they can go through the procedure. The ship owner can arrange a suitable flight according to the ship’s itinerary, to facilitate the smooth entry, exit of the crew, and avoid the 7-day rule of self-initiated prevention, and then take the plane/vessel to leave the country directly.

No quarantine/isolation is required, but a 7-day period of self-initiated prevention needs to still be implemented. In principle, inbound passengers should stay in a hotel room or a residence that meets the requirements of “one person, one room” during the self-initiated prevention period.

In addition, during the self-initiated prevention period, arriving travelers should avoid coming into contact with persons who have a high risk of developing severe COVID-19.

Those with COVID-19 who have mild symptoms can receive home care at an enhanced quarantine hotel/government quarantine facility or the place where they undergo self-initiated prevention.

Arriving travelers should a;sp follow self-initiated prevention rules on what to do if they test positive with a rapid test. Arriving travelers should seek medical attention as soon as possible and have their positive rapid test results evaluated through telemedicine/video consultations or by asking a friend or family member to go to a clinic or the medical institution in charge of home care on their behalf or following the instructions of their local health departments to visit a clinic or such a medical institution.

Finally, four rapid test kits will be given to arriving travelers aged 2 and older by workers at international airports/ports upon arrival, to be used as follows:

• On the day of arrival or the first day of the self-initiated prevention period (D0/D1).
• Arriving travelers should take a rapid test and produce a negative result within two days before going out during the self-initiated prevention period.
• If symptoms develop during this period.
• The test results will not be recorded. Arriving travelers should follow the Self-initiated Prevention Guidelines if they test positive with a rapid test.
