IMO agreed to re-approach its listing process regarding the STCW Convention’s White List. As the South African Maritime Safety Authority (SAMSA) informed, this development came as the drawing up of the list of countries for delisting from the STCW Convention ‘White List’ did not follow due process.

IMO's HTW 6 Sub-committee on 29 April-3 May considered matters relating to the list of STCW Parties (White List) and its review. The Sub-committee found that the white list of top-rated flag states would be decimated if requirements to report information were strictly enforced. 

The Chinese Ministry of Industry and Information Technology issued a draft revision of its shipyards' white list, aiming to receive advice from the public. The first white list for the shipyards included 51 shipyards, while the new one includes 50. The new white lists aims to improve the troubled domestic shipyards.

At its 50th meeting last month, the Paris MoU Committee approved the 2016 inspection results. In 2016, a total number of 73 flags are listed: 42 on the White List,19 on the Grey List and 12 on the Black list.

42 countries in the White List, 20 countries in the Grey List, and 17 countries in the Black List Starting from 2009, for the fourth successive year, Lithuania remains listed in the respectable White List of Maritime Organisations, the Ministry of Transport and Communications reports.This was confirmed at the Paris Memorandum of Understanding on Port State Control (Paris MoU) Committee meeting held in Riga, Latvia, writes LETA/ELTA. This year Latvia moved from the Gray List to the White List. In total there are 42 countries in the White List, 20 countries in the Grey List, and 17 countries in the Black List. Says DOLE chief Filipino seafarers are assured of continued good standing in the global maritime community, as the Philippines maintained its standing in the White List of the International Maritime Organization, the Department of Labor and Employment said.Labor Secretary Rosalinda Baldoz said the Philippines has taken corrective actions recommended by the European Commission's Maritime Safety Agency (EMSA)."The Philippines remains firmly solid on the IMO's 'white list' in 2011, which reflects its consistent and sustained efforts in giving full and complete effect to the IMO's revised Standards of Training, Certification, and Watchkeeping Convention (STCW '95) as amended," Baldoz said.According to the DOLE, the country has consistently sustained and maintained its inclusion in the "White List" in 2000, 2005, and 2009. Baldoz said the submission of updates on the corrective actions taken in response to the EMSA audit recommendations "demonstrate our firm commitment to improve our higher maritime education, training, and certification systems."Meanwhile, the DOLE said the Philippine Maritime Training Council (MTC) and the Seamen's Employment Center of Japan (SECOJ) signed a memorandum of agreement to implement the MTC's 2012 Maritime Instructors' Training Program.SECOJ is an authorized judicial foundation of the Japanese Ministry of Land, Infrastructure, Transport and Tourism.The DOLE said the ...

Lithuania will remain in Paris Memorandum of Understanding on Ship Security's white list Lithuania will remain in Paris Memorandum of Understanding on Ship Security's white list.Last year, only one ship did not comply with the security requirements out of 64 tested in Lithuanian ship register, the Lithuania-based maritime news portal Jura reports.This made only 1.56% of the total amount. This rate is the lowest, counting since 2003, reports LETA/ELTA.Ships sailing with the Lithuanian flag are technically secure and comply with the requirements of safe shipping.State control inspectors are working vigorously to check ships' security. This indicator is a key determinant, allowing joining the Paris Memorandum. It also determines into which list, a country is included. Lithuania has reached the top white list of Paris Memorandum in 2009.Because of this, now the Lithuanian ships are much more valued for their security levels.
