The Japan P&I Club has obtained additional information of the customs fine in Nikolaev port from their correspondents in Ukraine. Huge fines are imposed by the Customs officers in Nikolaev for failure to declare the ship’s stores and any goods on board.

The West of England P&I Club informs that there has been a recent increase in the number of vessels in Nikolaev being fined for failure to accurately declare the ship’s stores, articles, personal effects and for having more fuel oil on board than stated in the vessel’s customs declaration.

The Ukrainian authorities have announced that any foreign seafarer who sails on a vessel to a port in Crimea cannot visit Ukraine for the following three years, even if then serving on a different vessel and which has not itself called at Crimean ports.

The Standard P&I Club informs that the winter navigation season has reportedly been announced in the ports of Nikolaev, Dnepro-Bugskiy, Mariupol, Taganrog, Rostov-on-Don, Yeysk, Azov and Kherson.

According to the short-term data of the State Enterprise “Ukrainian Seaport Authority” in January-December 2015 the volume of cargo handling in seaports of Ukraine amounted to 144 million 826 thousand tons.

 The West of England P&I Club informs about recent changes in the law regarding the imposition of fines for vessels allegedly found to have discharged contaminated segregated ballast water in the Ukraine.The law in the Ukraine regarding the control of segregated ballast water on board vessels has recently changed. If a vessel has segregated ballast tanks, ecological inspectors are no longer permitted to board, inspect IOPP certification, take segregated ballast water samples for analysis or impose fines on the grounds that the vessel has discharged contaminated segregated ballast water. Moreover, ecological inspectors in Ukraine are no longer included in the list of official personnel required to board vessels in order to issue inward clearance.However, in spite of the new legislation, ecological inspectors may still try to board vessels with segregated ballast tanks during cargo operations and demand to take samples of the ballast water.
